Result of ServiceThe SLCP Technical Consultant will support the Ministry of Environment and Climate Change and the Stockholm Environment Institute (SEI) with technical inputs for the development of the National SLCP Plan. S/he will: 1. Work with SEI to develop necessary technical inputs to the National Short-Lived Climate Pollutant Action Plan, including an SLCP emission inventory and mitigation assessment, and implementation pathways for priority mitigation measures 2. Collect necessary data needed to develop SLCP mitigation assessment 3. Support development of system for tracking progress on SLCPs 4. Document and disseminate technical inputs to National SLCP Plan, including contributions to training sessions to transfer project results to relevant organisations 5. Provide regular updates to Ministry of Environment and Climate Change on the development of the National SLCP Plan 6. Ensure National SLCP Plan is developed in way that meets expectations of Ministry of Environment and Climate Change and can be endorsed at high political level. Work LocationBrasilia / Home-Based Expected duration12 months Duties and ResponsibilitiesThe Climate and Clean Air Coalition (CCAC) is a partnership of governments, intergovernmental organizations, and representatives of the private sector, the environmental community, and other members of civil society. The CCAC is the only international initiative working on integrated climate and clean air solutions to reduce the rate of near-term warming. It focuses on fast action to reduce emissions of short-lived climate pollutants (SLCPs) including methane, black carbon, HFCs and tropospheric ozone. More information on the CCAC is available at: www.ccacoalition.org Brazil joined the Climate and Clean Air Coalition in 2023 and the Ministry of Environment and Climate Change (MMA) submitted a request for support in developing a National Action Plan to Reduce Short-Lived Climate Pollutants (Project BR-23-001). The Stockholm Environment Institute (SEI) was selected as the implementing partner to provide this support, which will begin by November 2024. The project aims to develop a National Short-Lived Climate Pollutant Action Plan for Brazil that identifies a clear set of actions that can be taken to reduce SLCPs, outlines how these actions can be implemented, including a sub-national scale, and how SLCPs can be tracked over time. In addition, the project aims to provide recommendations as to how Short-Lived Climate Pollutants could be integrated into other relevant national plans, such as the Climate Plan and 2025 updated Nationally Determined Contribution. This project is being implemented alongside other support provided by UNEP and the Climate and Clean Air Coalition, including for the development of Brazilโ€™s Climate Plan. The project is seeking to recruit a national expert who can effectively support the development of Brazilโ€™s National SLCP Plan and other project activities. The consultant will provide technical inputs to the plan development. Output expectations: 1. Successful support provided to the delivery of the project BR-23-001 in close coordination with UNEP, the Ministry of Environment and Climate Change in Brazil, and SEI. โ€ข Organize Information Sessions and Workshops on key topics for SLCP Planning โ€ข Organize meetings with technical team โ€ข Organize bilateral discussions with key institutions to get inputs to national SLCP Plan โ€ข Organize peer-review process and collate comments and feedback for the national SLCP Plan 2. Successful support provided to writing, reviewing, and revision of a nationally endorsed SLCP Plan for Brazil โ€ข Plan revisions will be informed by bilateral discussions with stakeholders โ€ข Consultant will provide technical inputs for the plan 3. Framework for the implementation of SLCP action plans at sub-national levels developed โ€ข Draft and review the framework for subnational implementation of SLCP Plan The framework forms part of the SLCP plan and outlines the responsibilities of state and municipal governments in implementing actions that can reduce SLCPs โ€ข It includes subnational level actions 4. Standardized methodologies and indicators for monitoring SLCP reduction measures across different sectors are defined โ€ข The methodologies are included in the annex of the SLCP plan and are closely linked to implementation pathways โ€ข The indicators for monitoring are linked to progress on each implementation action 5. A reporting mechanism that requires regular reporting of progress on SLCP reduction targets is developed โ€ข Review existing guidance on monitoring reporting and verification and current monitoring and reporting systems in Brazil โ€ข Develop and document a reporting mechanism for reporting progress on the SLCP plan which is appropriate for the context in Brazil โ€ข The reporting mechanism is included as a section within the SLCP plan โ€ข The importance of integrating SLCP tracking with existing climate and air pollution monitoring systems in emphasized โ€ข The reporting mechanism is consistent with UNFCCC reporting requirements and adapted to the Brazilian context. 6. A transparent and accessible database to collect, store, and analyze the reported data on sectoral mitigation actions is developed โ€ข Develop a database for data on sectoral mitigation measures โ€ข Identify key monitoring indicators โ€ข Produce a report describing the verification process for SLCP data in Brazil which can be integrated into the SLCP plan โ€ข A set of Excel sheets that include the key data needed to evaluate the implementation of SLCP mitigation actions are developed โ€ข The Excel sheets include space to store all data relevant for SLCP emission reduction tracking, as well as the calculation methods to convert these data into, e.g. emission trends and other indicators or progress. โ€ข Capacity built within the Ministry of Environment and Climate Change on monitoring progress on SLCP action 7. A verification process is developed to ensure the accuracy and credibility of reported data, potentially involving independent third-party audits or verification bodies โ€ข The verification process is included as a section in the SLCP plan โ€ข The process outlined in the National SLCP Plan will mirror existing international processes that provide similar verification of environmental information, e.g. Forest Reference Emission Level reporting under the UN REDD+ initiative. โ€ข This output will be linked with outputs above describing the data, and methods to track progress on SLCPs, so that the verification process is consistent and appropriate to the data and methods suggested to be used to track progress. 8. Recommendations on required governance mechanisms for the implementation of the National SLCP Plan are established โ€ข Develop recommendations on governance mechanisms for SLCP Plan implementation โ€ข The recommendations forms part of the SLCP Plan โ€ข Existing policies, regulations, and enforcement mechanisms will have been reviewed and gaps identified where governance could be improved โ€ข Once the institutional basis has been established, the consultant ensures that the project team are regularly updated on progress on the development, and what inputs are required to move forward the National SLCP Plan 9. Other ad hoc outputs as agreed. Qualifications/special skillsโ€ข Advanced university degree, master or equivalent, in Environmental and Social Science, Public Administration, Politics, International Relations, Engineering, Biology, Health or a similar discipline. A first-level university degree in combination with 6 (six) additional years of qualifying experience may be accepted in lieu of the advanced university degree. โ€ข At least 7 (seven) years of professional experience working in a field relevant to Environmental Sciences, Climate Change, Air, Water and Soil Pollution, Sustainable Development or Environment and Health is required. โ€ข Demonstrated ability to provide technical assistance to governments and other stakeholders is required. โ€ข Knowledge of the national policies in climate change mitigation and air pollution of Brazil is required. โ€ข Ability to work effectively with multiple stakeholder groups including national governments is required. โ€ข Excellent communication skills (written and oral presentations) are required. โ€ข A good understanding of short-lived climate pollutants, climate change and air pollution issues in Brazil is highly desirable.
