Work LocationSenegal, Ministry of Environment and Sustainable Development Expected duration9 months Duties and ResponsibilitiesThe Climate and Clean Air Coalition (CCAC) is a partnership of governments, intergovernmental organizations, and representatives of the private sector, the environmental community, and other members of civil society. The CCAC is the only international initiative working on integrated climate and clean air solutions to reduce the rate of near-term warming. It focuses on fast action to reduce emissions of short-lived climate pollutants (SLCPs) including methane, black carbon, HFCs and tropospheric ozone. More information on the CCAC is available at: www.ccacoalition.org Senegal joined the Climate & Clean Air Coalition (CCAC) in 2022, reaffirming their commitment to reduce air pollution, strengthen clean air polices, and improve the health and wellbeing of its people. Senegal also seeks to address short-lived climate pollutant (SLCP) emissions from fossil fuels and cooling technologies. Prior to becoming a CCAC partner, Senegal's capital city, Dakar, was an actor in the CCAC's Municipal Solid Waste initiative. Senegal joined over 150 countries in signing the Global Methane Pledge at COP26, committing to a collective effort to reduce global methane emissions from energy, agriculture, and waste. Under the Kigali Amendment, Senegal is exploring ways to reducing short-lived climate pollutant emissions from the waste sector as well as prevent environmental dumping of old technologies in Africa. In its Nationally Determined Contribution (NDC) published in 2020, Senegal set an unconditional target of 7 per cent greenhouse gas emissions reduction, with the potential to increase this target to 29.5 per cent by 2030 with support from the international community. In 2023 the Ministry of the Environment and Sustainable Development requested CCAC to develop a National SLCP Plan and a National Methane Roadmap for Senegal to build capacity across relevant ministries to assess and reduce short-lived climate pollutant (SLCP) emissions. This project will develop a National SLCP Plan and a National Methane Roadmap that will inform Senegalโ€™s 2025 Nationally Determined Contribution (NDC) update and will contribute to achieving its commitment under the Global Methane Pledge. This will be accompanied by workshops and training on mitigation SLCPs across relevant sectors. The CCAC is also supporting a project for Senegal to Develop a National Organic Waste Management Strategy targeting SLCPs. The CCAC is therefore seeking a National Project Coordinator to strengthen the capacity of the Ministry of the Environment and Sustainable Development of Senegal for national SLCP mitigation planning, policies and implementation including the integration of SLCPs into relevant policy plans and processes (i.e. NDC update), the delivery of the CCAC projects, the engagement with the Africa Clean Air Program and relevant initiatives such as the regional roadmap for transformative action on the open burning of waste in Africa. The CCAC National Project Coordinator will sit at the Ministry of the Environment and Sustainable Development. S/he will work in close collaboration with the CCAC Secretariat team and focal points at the Ministry to coordinate the implementation of CCAC projects in Senegal and will liaise with implementing partners to enhance awareness on SLCPs. The CCAC supported projects include (the list can be extended): (1) SN-23-001 - Senegal โ€“ Develop a National SLCP Plan and National Methane Roadmap; (2) SN-24-002 - Senegal - Develop a National Organic Waste Management Strategy targeting short-lived climate pollutants; (3) Support Senegalโ€™s NDC 3.0 process for the inclusion of non-CO2 pollutants. The consultant will also provide overall support to Senegalโ€™s efforts to advance its methane agenda, promotion of sectoral actions to reduce methane emissions, and active engagement in relevant international initiatives. The consultant will also contribute to Senegalโ€™s NDC update process by supporting the integration of SLCP and methane considerations, including through active participation in the national Working Group on NDC revision. Output expectations: 1) - Contribute to participation and buy-in from across government to implement CCAC supported SLCP activities, including endorsement at high political level. - Engage sub-national governments, and civil society in CCAC partner country. - Coordinate all CCAC activities in Senegal in collaboration with the CCAC Focal Point within the Ministry of the Environment and Sustainable Development. - Assist CCAC Focal Point in all aspects of coordinating national SLCP planning, policy and implementation efforts. 2) - Coordinate all elements of CCAC projects such as SN-23-001 - Senegal โ€“ Develop a National SLCP Plan and National Methane Roadmap, SN-24-002 - Senegal - Develop a National Organic Waste Management Strategy targeting short-lived climate pollutants; That includes effective coordination with relevant departments within the Ministry of the Environment and Sustainable Development and relevant government agencies, and all project partners, including NGOs. - Facilitate support to the CCAC project implementers, including support for the organization of training activities, gathering of data and contacts. 3) - Submit SLCP mitigation proposals to relevant funding mechanisms (e.g., Technical Expert Assistance, Country requests via the annual CCAC expression of interest process, other relevant national and international funding mechanisms etc.) - Assist and advise the project focal points at national level on CCAC and SLCP mitigation related matters. 4) - Develop regular country analyses for Senegal and present it to the CCAC team. - Update monthly on new developments, important news and upcoming national events in the country. 5) - Support the participation of high-level government representatives (e.g., Ministers, senior officials) in SLCP-relevant events by preparing background materials, logistical support, talking points, and coordination with national authorities. Qualifications/special skills- Masterโ€™s degree or an equivalent qualification in a subject related to environmental management/science, economics, health, project management, finance, administration, or in a relevant field. - At least 10 years of professional experience working in a field relevant to environmental management/science, climate change, economics, health, project management, finance, administration. - Demonstrated ability to provide technical assistance to governments and other stakeholders is required. Ability to work effectively with multiple stakeholder groups including national governments is required. - Excellent communication skills (written and oral presentations) are required. - Knowledge of the national policies in climate change mitigation and air pollution is required. - A good understanding of short-lived climate pollutants, climate change and air pollution issues in Senegal is desirable. - Ability to work with advanced formulas in Excel spreadsheet is desirable.
