Work LocationVanuatu Expected duration12 months Duties and ResponsibilitiesThe Climate and Clean Air Coalition (CCAC) is a partnership of governments, intergovernmental organizations, and representatives of the private sector, the environmental community, and other members of civil society. The CCAC is the only international initiative working on integrated climate and clean air solutions to reduce the rate of near-term warming. It focuses on fast actions to reduce emissions of short-lived climate pollutants (SLCPs) including methane, black carbon, HFCs and tropospheric ozone. More information on the CCAC is available at: www.ccacoalition.org Vanuatu joined the CCAC in 2024 to step up its ambition to combat short-lived climate pollutants (SLCPs). As a member of the Global Methane Pledge, Vanuatu is working towards the collective goal of reducing global methane emissions by at least 30% from 2020 levels by 2030. Vanuatu's priorities for SLCP mitigation include reducing methane and black carbon emissions from waste management and agriculture, and mitigating HFCs in cooling. The Government of Vanuatu has requested support to SLCP action through a national consultant to support the Government of Vanuatu with the coordination of SLCP-relevant activities with national stakeholders, and the CCAC, and to support the government in identifying priorities and needs related to SLCP action. The CCAC National Consultant will sit within the Climate Diplomacy team of the Government of Vanuatu and work closely with the Vanuatu Ministry of Climate Change, Adaptation, Meteorology and Geo-Hazards, Energy, Environment and National Disaster Management. The Consultant will lead the coordination and implementation of CCAC projects and engagement at the national level, including by consulting across ministries and engaging regionally and internationally on SLCP issues. The consultant will support the identification of priorities and needs related to SLCP action, and support the Government of Vanuatuโs efforts to implement SLCP mitigation measures and enhance climate and clean air quality policies. This will include the approved CCAC project โEnhance and develop air quality, emissions standards and national strategies for the transport, maritime and shipping sectorsโ. The establishment of this position will reinforce Vanuatuโs commitment to addressing climate and air quality challenges, ensuring sustained engagement in global efforts to mitigate SLCPs and protect public health. Output expectations: 1) - Contribute to participation and buy-in from across government to implement CCAC supported SLCP activities, including endorsement at high political level. - Engage sub-national governments, and civil society in CCAC partner country. - Coordinate all CCAC activities in Vanuatu in collaboration with the CCAC Focal Point. - Assist CCAC Focal Point in all aspects of coordinating national SLCP planning, policy and implementation efforts. 2) - Support delivery of the CCAC project โEnhance and develop air quality, emissions standards and national strategies for the transport and maritime and shipping sectorsโ. - Work with implementer of project to ensure smooth and productive facilitation of all activities and next steps. 3) - Support coordination between government sectors, ministries, and departments including through cross-government consultation. - Support coordination and engagement efforts related to potential new CCAC-funded projects submitted under CCAC TEAs and EOI funding cycles. Facilitate support to CCAC project implementers, including support for the organization of training activities, gathering of data and contacts. 4) - Submit SLCP mitigation proposals to relevant funding mechanisms (e.g., Technical Expert Assistance, Country requests via the annual CCAC expression of interest process, other relevant national and international funding mechanisms etc.) - Provide guidance for the production of investment plans/project pipelines for implementation. - Assist and advise the project focal points at national level. 5) - Contributing to another MRV enhancing and enabling projects, including Capacity Building Initiative for Transparency projects, and other initiatives under UNFCCC transparency and reporting requirements such as Biennial Transparency Review (BTR) development and submission. 6) - Join monthly calls with the CCAC to share updates on projects in Vanuatu, as well as coordinate on advocacy work developments and key upcoming opportunities. - Update CCAC on new developments, important news and upcoming national, regional, and international events in the country and Pacific region, with a particular international focus on SIDS. 7) - Participate at high political level in SLCP relevant events. - Present at CCAC online and in-person events and meetings (especially the relevant CCAC Hubs), especially to showcase countryโs successes as well as to detail any challenges or requests for assistance. - Ensure Vanuatu is an active CCAC State Partner and is leveraging benefits from the CCAC partnership (e.g., best practices shared, technical assistance, funding, bilateral partnerships, etc). - Add updated partner profile for CCAC website. 8) - Support the integration of short-lived climate pollutant (SLCP) mitigation measures into Vanuatuโs updated Nationally Determined Contribution (NDC), including coordination with national stakeholders, preparation of technical inputs, and alignment with the CCAC Guidance on Including non-COโ pollutants in Nationally Determined Contributions (NDCs) and submitted work plan. 9) - Collaborate with CCAC from across national government departments. - Identify new opportunities for engagement with the CCAC. - Other ad hoc outputs as agreed. Qualifications/special skills- Masterโs degree or an equivalent qualification in a subject related to environmental management/science, economics, health, project management, finance, administration, or in a relevant field. - At least 2 years of professional experience working in a field relevant to environmental management/science, climate change, economics, health, project management, finance, administration. - Demonstrated ability to provide technical assistance to governments and other stakeholders is required. - Ability to work effectively with multiple stakeholder groups including national governments is required. - Excellent communication skills (written and oral presentations) are required. - Knowledge of the national policies in climate change mitigation and air pollution is required. - A good understanding of short-lived climate pollutants, climate change and air pollution issues in Fiji is required. - Ability to work with advanced formulas in Excel spreadsheet is desirable.
