Work LocationBogota, Colombia Expected duration12 months Duties and ResponsibilitiesThe Climate and Clean Air Coalition (CCAC) is a partnership of governments, intergovernmental organizations, and representatives of the private sector, the environmental community, and other members of civil society. The CCAC is the only international initiative working on integrated climate and clean air solutions to reduce the rate of near-term warming. It focuses on fast action to reduce emissions of short-lived climate pollutants (SLCPs) including methane, black carbon, HFCs, and tropospheric ozone. Participating in the Global Methane Pledge, Colombia has made a voluntary commitment towards the objective to reduce global methane emissions by 30% by 2030 compared to 2020 levels. We are now seeking a Methane Expert, collaborating with the Government of Colombia to identify baselines and indicators to evaluate and report the results of short-lived climate pollutant (SLCP) emissions, especially methane, and reduction actions in the waste sector identified as priorities in the GHG mitigation planning tools of the Ministry of Housing City and Territory (MVCT). Key responsibilities of the Methane Planning Expert on Mitigation Actions include: - Establish engagement of national and subnational stakeholders for the MRV System to collect and analyze SLCP specially methane emissions and mitigation data. - Establish requirements for information systems related to mitigation actions based on inputs from the Ministry of Housing, City, and Territory (MVCT). - Develop causal chains for mitigation actions to identify GHG, non-GHG effects. - Develop information flows and design data capture and transmission tools for GHG mitigation projects, programs, and financial flows of mitigation actions within the waste sector. - Develop institutional arrangements with the National Climate Change Information System (SNICC, acronym in Spanish), the National Monitoring, Reporting and Verification System, MRV system of other related sectors, Quality Assurance (QA) and Quality Control (QC) systems, among others that may be identified. - Develop the articulation and information flows with the National MRV system in accordance with the Ministry of Environment and Sustainable Development guidelines. - Develop a proposal for the integration of National and Sectoral information systems, articulated with the National Climate Change Information System (SNICC), and BTR guidelines defined by the Ministry of Environment and Sustainable Development. Outputs: - Sectoral stakeholders (national and subnational) were defined and described. - Strengthening and/or creation of requirements of information systems. - Information flows established as well as capture and data transmission tools associated to the waste sector, including resources from the sector for GHG mitigation projects and programs. - Indicators to monitor GHG, non-GHG effects and implementation of GHG reduction strategies. - Institutional arrangement with the National Climate Change Information System (SNICC, acronym in Spanish), the National Monitoring, Reporting and Verification System. - Articulation and information flows with the National MRV system according to the guidelines by the Ministry of Environment and Sustainable Development. - Proposal for the integration of National and Sectoral MRV systems, articulation with National Climate Change Information System (SNICC) and BTR guidelines. Qualifications/special skills- Masterโs degree in environmental engineering, Chemical Engineering specialized in energy and environment. - At least six years of professional experience in a field relevant to waste and energy, greenhouse gas mitigation, national greenhouse gas inventories, and/or climate policy is required. - Excellent written and spoken communication skills and the capacity to establish productive relationships with stakeholders is required. - Experience working in MRV systems is desirable. - Experience in agricultural and/or environmental public policy in Colombia is desirable. - A good knowledge of the national context of Colombia and experience in environmental public policy in Colombia is desirable. - Experience in multi-stakeholder engagement and working with government authorities in Colombia is desirable. - A good understanding of GHG dynamics, short-lived climate pollutants, and waste sector in Colombia is desirable.
