(c) Supporting the Government of Iraq build a robust platform to support NDC developers during subsequent updates and implementation phases. Work LocationRemote Expected duration4 months Duties and ResponsibilitiesThe Climate and Clean Air Coalition (CCAC) is a partnership of governments, intergovernmental organizations, and representatives of the private sector, the environmental community, and other members of civil society. The CCAC is the only international initiative working on integrated climate and clean air solutions to reduce the rate of near-term warming. It focuses on fast action to reduce emissions of short-lived climate pollutants (SLCPs) including methane, black carbon, HFCs and tropospheric ozone. More information on the CCAC is available at: www.ccacoalition.org Iraq joined the CCAC in 2015, aiming to achieve its climate goals. Iraq submitted an Intended Nationally Determined Contribution (INDC) ahead of the Paris Agreement and signed the agreement in December 2016. In the INDC, Iraq set ambitious targets to reduce GHG emissions by 15 percent below business-as-usual emissions by 2035. Iraq has presented the inclusion of SLCPs in its NDC 3.0. Current challenges include inadequate modeling for SLCP mitigation, and significant gaps in data and national capabilities. To address these challenges, Iraqโs Ministry of Environment requested CCAC technical support to build national capacity on SLCP-related data, analytics, and modeling. The CCAC is therefore seeking an International SLCP expert to strengthen the capacity of Iraqi government entities to identify opportunities for enhancing short-lived climate pollutant (SLCP) including, methane, black carbon, HFCs and tropospheric ozone action in national planning and policy processes, and in its monitoring and reporting system. She/he will work in close collaboration with the CCAC Secretariat team, a CCAC National SLCP Expert and focal points at the Ministry of Environment. Output expectations: Deliverable 1: (a) A work plan agreed with the Ministry of Environment, line ministries, and partners.Includes a progress report summarizing the initiation, timeline, and planned activities. (b) Review Iraqโs SLCP Gap Analysis Report and incorporate feedback from sector experts across line ministries. (c) Organize and deliver a comprehensive 1โ2-day capacity-building program targeting the high-level steering committee responsible for preparing the NDC and national teams from sectoral ministries. This should be organized and delivered in coordination with the Ministry of Environment, and the CCAC National Consultant. Note that the budget for this consultancy does not include funding for in-person workshop logistics (i.e. venue, catering, etc.) The delivery of the workshop should include: (a) SLCPs 101 - impacts, policy tools, mitigation co-benefits in the context of Iraq (b) Overview of Iraqโs key SLCP source sectors as presented in the gap analysis and mitigation pathways (c) Data governance for improved SLCP inventories across the key priority sectors, and strengthened MRV (d) Design an action plan for closing data gaps (e) Development of workshop materials (f) Submit a progress report for this work package that includes the outcomes of the workshop. Deliverable 2: (a) Compile international experiences and case studies from other developing countries that have included SLCPs, including methane, in their national planning process (b) Organize 2 webinars - Include workshop materials, stakeholder engagement, and thematic sessions on SLCPs and global warming. Submit a progress report for this work package. Deliverable 3: Develop a centralized database of references, tools, and experts to ensure the Iraqi government has immediate access to critical resources for future climate actions. This includes: (a) Conducting a thorough review of existing research and emerging trends in SLCP, including methane, and climate change science to ensure the priorities are evidence-based and forward-looking. (b) Introduce co-benefits and interlinkages of SLCP, including methane, action in justifying mitigation, to assist the possibilities for funding in SLCP, in addition to identifying the contribution of reductions into the overall NDC ambitions. (c) Identify ongoing and completed projects that exemplify best practices and innovative approaches in the field of SLCP and climate change research. (d) Implement a feedback mechanism that allows researchers and other stakeholders to suggest updates and provide insights on emerging issues (likely, as a task in NDC roadmap โ annual update of priorities) This should include a mapping report of SLCP researchers, institutions, and experts. Submit a final report summarizing the consultancyโs findings, achievements, and outputs (with annexes). Qualifications/special skillsAdvanced university degree (Masterโs degree or equivalent) in environmental sciences, environmental engineering, physics, chemistry, chemical engineering, or a related field is required. A first university degree in combination with two additional years of qualifying experience may be accepted instead of the advanced degree. - At least 5 years of professional experience working in a field relevant to climate change, climate change modelling, energy modelling, GHG emissions inventory, and air pollution. - Demonstrated ability to provide technical assistance to governments and other stakeholders is required. - Excellent written and spoken communication skills, and the capacity to work with colleagues and partners is required. - Experience in multi-stakeholder dialogues, knowledge with sectoral authorities is required. - Knowledge in modelling of GHG and air pollution mitigation measures with different software including LEAP IBC is required. - Knowledge of the national policies in climate change mitigation and air pollution is required. - A good understanding of GHG dynamics, short-lived climate pollutants, climate change and air pollution issues in Iraq is required. - Experience in environmental public policy is desirable. - Knowledge of, or experience implementing, methodologies and resources for developing GHG and air pollution emissions inventories is desirable.
