Result of ServiceThe โ€œCCAC Agriculture Digital Extension Consultantโ€ will facilitate 3 online workshops, lead delivery of 2 in-person workshops, and draft a 5-page investment roadmap for Digital Extension to scale low-methane livestock development in consultation with other experts. The investment roadmap will provide evidence on the effectiveness of digital tools, building a strong investment case to secure funding, and recommending policy changes to foster adoption of digital solutions for methane reduction and improved livestock productivity. Work LocationRemote Expected duration6 months Duties and ResponsibilitiesThe UNEP-convened Climate and Clean Air Coalition (CCAC) is a partnership of governments, intergovernmental organizations, and representatives of the private sector, the environmental community, and other members of civil society. The CCAC is the only international initiative working on integrated climate and clean air solutions to reduce the rate of near-term warming. It focuses on fast action to reduce emissions of short-lived climate pollutants (SLCPs) including methane, black carbon, HFCs and tropospheric ozone. More information about the Global Methane Pledge is here: www.globalmethanepledge.org The United Nations Environment Programme (UNEP) hosts the Secretariat at the Industry & Economy Division in Paris. The CCAC Technology and Economic Assessment Panel (TEAP) was established in 2023 to develop and share knowledge with countries about promising, innovative and underfinanced SLCP mitigation measures which can improve both climate and air quality outcomes. As part of that work, the CCAC-TEAP has produced a Working Brief on โ€œScaling Up Underfinanced SLCP Mitigation Solutions: Driving Innovation and Technology in the Agriculture Sectorโ€, launched in Q3 2024. The CCAC Secretariat is seeking a โ€œCCAC Agriculture Digital Extension Consultantโ€ to expand on the success of the Digital Extension Services for the Livestock Sector Report launched at COP29 in November 2024. The responsibility of the Consultant will be to set up a Solutions Group on Digital Extension for Livestock together with key partners, such as Livestock Data for Decisions. This work will include expert input and co-facilitation of 3 online workshops, co-leading delivery of 2 in-person workshops, and drafting an investment roadmap for Digital Extension. This will be presented to the CCAC Secretariat, TEAP Co-Chairs, and the Board, as needed. The Solutions Group on Digital Extension will convene a group of experts in technical, policy, and financial fields to build an Investment Roadmap for digital solutions aimed at reducing methane emissions in the livestock sector. The roadmap is intended to inform funding strategies, guide national and multilateral investment decisions, and support implementers and developers in designing scalable digital livestock solutions. The investment case would include identification of evidence gaps that may be inhibiting adequate investment, potential solutions to bridge such gaps, guidance on integrating evidence into public policy and financial mechanisms to support uptake and scale. The Solutions Group will use a multi-step process aimed at identifying key questions, convening experts to collaborate on evidence synthesis, and developing new knowledge outputs that can be socialized across decision makers in the policy and investment space including climate funds, multilateral development banks, and national governments. The consultant will work closely with Livestock Data for Decisions to convene experts and facilitate the drafting of the investment roadmap for digital extension for low-methane livestock development. Output expectations: 1. Convene Solutions Group & identify key experts and questions to guide group. Refine the concept for the Investment Roadmap and create an outline for the document 2. Share Roadmap draft and learnings with key stakeholders during virtual and in-person workshops. 3. Finalise Investment Roadmap for digital solutions aimed at reducing methane emissions in the livestock sector together with the Solutions Group experts. The investment case would include identification of evidence gaps that may be inhibiting adequate investment, potential solutions to bridge such gaps, guidance on integrating evidence into public policy and financial mechanisms to support uptake and scale. Qualifications/special skills- Masterโ€™s/PhD plus a first-level university degree in agricultural sciences, international relations, sustainable development, environmental sciences, veterinary medicine, and/or climate change, or a related area. - A minimum of 4 years of professional experience working relevant on agriculture, digital extension services, livestock sector, or similar is required. - Demonstrated experience in preparing briefings and presentations is required. - Expertise in the agriculture sector, and in particular on digital agricultural extension services preferred - Experience working in and conducting research in developing countries and an understanding of a range of country contexts is preferred - Demonstrated ability to produce clear, accessible and concise scientific and technical reports for policymakers is preferred Languages- Fluency in English (written and oral) is required.
