Work LocationRemote, based in Pacific region Expected duration9,5 months Duties and ResponsibilitiesArticle 13 of the Paris Agreement is critical to its implementation, as it provides the outline for an enhanced transparency framework (ETF) for countries related to the actions they take related to climate change and transparency related to the support that they provide and receive. At COP26, the guidance for operationalizing the modalities, procedures and guidelines for the enhanced transparency framework was adopted. Common reporting tables for GHG inventories, common tabular formats for information necessary to track progress in implementing and achieving NDCs and support needed and received as well as outlines for BTRs, National Inventory Documents and Technical Expert Review Reports were adopted. The goal of the Capacity-building Initiative for Transparency -Global Support Programme is to provide streamlined support and capacity building at the country, regional, and global levels to enable Non-Annex I countries under the UNFCCC and the Paris Agreement to better respond to reporting requirements and to catalyze increased ambition within country NDCs to contribute to the stated temperature goal of well below 2 degrees and if possible 1.5 degrees. In addition, the CBIT GSP is seeking to strengthen south-south cooperation and peer learning in the different transparency networks to facilitate timely development and submission of BTRs, and NCs. The main objective of the transparency networks is hence to facilitate sustainable development of technical and institutional capacities through the exchange of experiences and adoption of best practices. The networks facilitate the exchange of knowledge through a diverse range of tools and mechanisms (e.g., virtual networks, webinars, thematic workshops, bilateral exchanges, mutual learning, etc.). In this context, UNEP-CCC and UNEP are seeking the expertise of an individual contractor with significant field experience in the Pacific to ensure that the networks deliver the expected support to the member countries. The Network Coordinator will have direct work experience in one or more of the Pacific network participating countries, in the areas of climate policy, climate negotiations and climate transparency. He/she will be fluent in the English language. He/she will work under the direct supervision of the CBIT-GSP project coordinator. As such, the Pacific Network Coordinator will deliver the following outputs, as specified below. The consultant will be engaged to coordinate the Pacific Transparency Network and provide technical assistance to network countries on the Enhanced Transparency Framework (ETF) as needed. The main objectives of the consultancy are as follows: The main objectives of the consultancy are as follows: โข To maintain and foster a Regional Network for the Pacific Island Countries with a focus in Transparency โข To coordinate and implement various support activities for the Pacific Island countries in line with their needs and priorities โข To facilitate the understanding and implementation of the modalities, procedures, and guidelines set out in the Enhanced Transparency Framework in the Pacific. The consultant will undertake the following activities: โข Proactively engage with countries to understand their challenges in implementing the ETF and provide tailored support accordingly. โข Conduct a biannual assessment of skills, knowledge, and capacity gaps related to the Paris rulebook, including updates from COP decisions. โข Identify key priorities for the network through direct engagement with countries and gap analysis. โข Conduct at least quarterly bilateral meetings with countries to assess needs and offer assistance in a structured and responsive manner. โข Maintain and update the Climate Transparency Platform with up-to-date information from all Pacific countries, including but not limited to information on climate transparency reports, climate policies, country transparency projects, national focal points and project news. This also includes engaging with network members through the dedicated Pacific network page and forum and keeping the network page up to date and lively. The Network Coordinator also regularly follows up with national and project focal points to keep the respective country profiles and project pages up to date. โข Constantly observe and engage with climate transparency initiatives and support offers in the region (e.g., UNFCCC, PATPA, FAO, GIZ, etc.) and develop annual partnership and collaboration plans. โข Develop and implement an annual network work plan, aligning with country needs and CBIT GSP objectives, including updating the work plan as needed โข Organize and facilitate at least one regional-level training or workshop per year and an annual network meeting. โข Plan and lead at least four virtual technical events on topics such as MRV, ETF, gender integration into MRV, NDC tracking, adaptation and mitigation analysis. โข Plan and implement at least two in-country support activities, in line with country needs. โข Provide technical assistance for GHG inventory and QA/QC reviews in line with UNFCCC guidelines. โข Support thematic capacity-building activities, including agenda development and training material preparation. โข Maintain and update a list of national focal points and participants with their areas of expertise. โข Foster peer learning and exchange through facilitation of at least two online network experience sharing forum/events. โข Support in the review of country transparency reports including NCs, BTRs, NIDs, CTFs and CTRs. โข Report on knowledge-sharing activities within the network and contribute to CBIT GSP knowledge products (e.g., webinars, reports, brochures). โข Develop at least one knowledge product per year on good practices, lessons learned or technical elements relevant to Pacific countries and the other transparency networks โข Collaborate with other regional networks to share best practices and insights. โข Conduct any other duties as assigned by the CBIT-GSP global coordinator and team. โข Prepare monthly reports to summarise all activities and progress in the workplan implementation The objectives of the Regional Network Coordinator are as follows: โข To maintain and foster a Regional Network for the Pacific Island Countries with a focus in Transparency โข To coordinate and implement various support activities for the Pacific Island countries in line with their needs and priorities โข To facilitate the understanding and implementation of the modalities, procedures, and guidelines set out in the Enhanced Transparency Framework in the Pacific. Qualifications/special skillsโข Advanced university degree (Masterโs or equivalent) in environmental science, environmental policy, economics, climate change science or policy, or a related field. A Bachelorโs degree with two additional years of relevant experience may be accepted. โข Minimum 5 years of practical experience in ETF, NDCs, MRV systems, and UNFCCC reporting (BURs, NCs, BTRs). โข Field-based experience in one or more Pacific network countries in climate policy, transparency, or UNFCCC reporting. โข Strong knowledge of institutional, political, and social dimensions of climate policies in the Pacific. โข Demonstrated expertise in organizing and facilitating capacity-building activities related to MRV, GHG inventories, and transparency frameworks. โข Experience in international climate-related organizations is an asset. โข Excellent analytical and report drafting skills. โข Membership in the UNFCCC MRV/ETF Transparency Division Roster of Experts is an asset.
