HEKS/EPER pursues the vision of a just world where the dignity of everyone is respected, peace reigns and the natural environment is conserved. HEKS/EPER also provides humanitarian aid for people affected by natural disasters and armed conflicts. The goal is to induce change at the social, economic and political levels. HEKS/EPER helps improve the living conditions of people in Switzerland and around the world, claims their rights, and to this end, mobilizes and raises awareness on the part of society, policy-makers, business and churches.

HEKS/EPER has launched an โ€œIntegrated emergency assistance for conflict-affected people living in the hard-to reach-areas in Ukraineโ€. The Project, focusing on the most vulnerable conflict-affected people living on the hardtoreach or rural areas in Ukraine.

HEKS/EPER considers multisectoral response as the most effcient way to address the needs of the conflict-affected population.

Therefore, the proposed intervention aims to ensure that conflict-affected people living in hard-to-reach areas of South and East Ukraine

are able to meet their WASH needs through integrated lifesaving assistance.

The WASH component will target rehabilitation of critical communal water/wastewater infrastructures, that are not functioning or that

have been damaged due to conflict activities coupled with hygiene promotion activities. The project aims at identify and assess the

needs expressed by local authorities and consider intervention in hard-to-reach areas, focusing on small-scale rehabilitation of water

supply system, though sanitation infrastructures can also be targeted according to the criticality of the needs.

Cash / NFI PM, Ukraine, 100%Your main responsibilities:

Cash activities

  • Hire and train monitors for cash distribution
  • Train the national team to all the tools needed for the implementation of the project : Vulnerability assessment, mobile data collection, minimum standards for cash distribution, price monitoring and post distribution monitoring
  • Design and validate in accordance with the criteria set up by the national cluster the vulnerability assessment
  • Insure a test and check-up of the vulnerability assessment prior to deployment
  • Insure good relations with authorities in order to run the project and get list of names of IDPs and host communities (IDP committee)
  • Launch the vulnerability assessment and make sure to assess all beneficiaries according to the survey prior to cash distributions : schedule, organization, follow up, call list and logistics
  • Design a scoring system in accordance with international standards
  • Make sure of the selection of beneficiaries in accordance with the scoring system (beneficiaries + back-up list)
  • Select, contract and a service provider to deliver the cash : Make sure to keep him updated for all cash distribution
  • Select, contract and train a local partner for cash distribution in remote areas
  • Follow the distribution process : partner follow up, calling, distribution logistic, ensure minimal standards, follow distribution report, check beneficiaries feedbacks, make feedback to authorities and cluster โ€ข Design the Post Distribution monitoring and test it
  • Launch PDM after each distribution to at least 30% of beneficiaries : schedule, calling, list of names, logistics and follow up
  • Analyse data from the PDM
  • Follow up monthly of the Price monitoring activities: schedule, logistics and results

NFI distribution activities

  • Plan the various stages of NFI distribution
  • Guide the implementation of the project and the methods of follow-up; Liaise with all internal and external counterparts of the project
  • Assess the activities undertaken and ensure efficient use of resources
  • Project reporting requirements
  • Set up a clear timeline of reports to be submitted to project Donors
  • Draft narrative reports and contribute to the development of financial reports through regular budgetary follow up
  • Ensure adherence to relevant procedures
  • Provide relevant technical expertise
  • Ensure that technical quality and standards are considered during project implementation: Collect technical information and analyse associated opportunities and risks;
  • Identify relevant technical authorities and partners, and propose formal partnership and/or contracts.

Reporting

  • Report on each distribution
  • Report weekly cash activities during the base meeting

Partnership and Coordination

  • Maintain good relations with Authorities (e.g. IDP Committees, etc.)
  • Participate actively in national and sub-national cluster, and also in different taskforce related to cash activities

Budget

  • Participate in drawing up project budgets in compliance with current standards
  • Draw up the monthly estimates for the project expenditure

To be successful you bring:

Minimum qualifications and experience:

  • Master Level education in a relevant field such as International Relations or Development
  • Project management experience (management, planning, staff development and training skills) in development programmes
  • Proven capabilities in leadership and management required
  • Previous experience with an NGO is appreciated
  • Previous experience in emergency response is appreciated

Additional (technical) knowledge required:

  • Personal skills and capabilities:
  • Required qualities: organized, sense of human relations, diplomacy, communication skills, capacity to work under pressure and on tight deadlines
  • Desirable: proactive, autonomous, rigorous, analytical, willingness and motivation to work in an international and intercultural context, able to provide constructive critique and evaluation
  • Fluent in English (written and spoken)
  • Knowledge of Russian and / or Ukrainian is an asset
  • Knowledge of the Ukrainian context would be a distinct advantage
