Working as part of the country programmes team, to provide coordination and guidance on implementation of cash and voucher activities. This includes ensuring harmonized approached, relevance of the modality and monitoring programme quality

Tasks

  • Continuously review the CVA related systems of WHH. Establish/review/develop SOPs, guidelines, and harmonize approaches amongst different projects and act as primary responsible for high quality of CVA activities.

  • Ensure that all Heads of Project and Project officers responsible for CVA activities are aware of and trained on WHH SOPs and harmonized tools for the implementation of CVA. Ensure compliance with WHH SOPs and policies as per internal standards, donors and international humanitarian standards.

  • Continuously identify capacity development needs of CVA teams and partners in CVA related topics, provide or facilitate the provision of relevant trainings to keep up with CVA standards set in Ukraine by the CWG and globally by humanitarian actors.

  • Work closely with the Head of Programmes and other Programme Advisors to develop a system of referrals between WHH emergency CVA projects and recovery action, between WHH CVA projects and national social protection systems.

  • Provide Heads of Project with support to ensure that best practice and minimum standards for cash and voucher programming are implemented as part of project implementation.

  • Take the lead in positioning WHH as a key actor in CVA action in Ukraine, participate in CWG meetings and engage with other platforms where CVA related topics are discussed, represent WHH in these platforms, advocate for and take part in collaboration for higher impact, higher quality response. Make sure that key topics are brought to the attention of CVA project managers, Head of Programmes and the Country Director.

  • Ensure coordination with Livelihoods and Protection coordinators to identify when and how sectoral cash can be used effectively.

  • Work closely with MEAL Coordinator to conduct learning reviews and understand the impact of cash and voucher activities on programming, as well as planning for field level assessments.

  • Ensure coordination with CWG, other international and national organizations, and government representatives in implementation areas for continual contextual understanding, identification of gaps in CVA response and the most vulnerable communities. Ensure the relevance of cash and voucher programming. Propose follow up actions to Heads of Projects in coordination with the Head of Programmes.

  • Participate in monthly programme review meetings, contributing information related to programme quality, progress, and challenges.

  • Support Heads of Projects in the process of vendor/shops identification and market actors to participate in the sectorial (Food, WASH, Shelter, etc.) cash and voucher activities as per the standard market/vendor identification tools.

  • Oversee the management of RedRose Platform, create RedRose accounts for all the users based on roles and job description for WHH staff, partners and traders, verify cash reconciliation reports developed by Heads of Projects in coordination with Head of Finance. Alert Head of Programmes, Head of Finance and Country Director in case of any concerns over spending, implementation.

  • Keep safe the passwords/accounts of the Cash Based Programming electronic platforms.

  • Regularly conduct field visits to CVA project sites, meet with stakeholders including project participants and market actors, diagnose improvement needs and suggest solutions to Heads of Projects to ensure high quality programming.

  • Engage with Finance, Heads of projects and other relevant departments for the identification and contracting the Financial Service Providers, including traders for voucher programming.

    Specific Qualification

  • Intermediate to fluent level of verbal and written English.

  • Understanding of cash programming in a conflict and fragile context.

  • Experience of working with local implementing partners to deliver cash programming

  • Oversight of taxation issues related to humanitarian cash and voucher programming

  • Knowledge of labor discipline, labor protection and safety rules, fire-prevention requirements, industrial sanitation and labor hygiene rules
