What we are looking for

The Norwegian Refugee Council (NRC) is seeking a highly qualified, resilient, and dynamic professionalย to take up the role of Cash and Markets Project Manager, who will be responsible for the multi-sectoral cash assistance intervention and the oversight of the projects under implementation, in line with NRCโ€™s strategy and standards. The position includes responsibilities related to team management, project cycle management, capacity building, and ensuring the safe and equitable delivery of cash assistance to households in need.ย

What you will do

ย 

Contribute to the development of Country, Area and cash strategies, initiate and participate in the

development of relevant cash projects

Line management of the Cash team

Coordinate and manage multi-sectoral cash assistance project implementation (activities, budget and

project documentation) in line with proposals, strategies and donor requirements

Implement technical direction and ensure high technical quality of projects

Ensure that projects target project participants most in need of assistance, explore and asses new and better ways to support.

Ensure capacity building of project staff and transfer of key skills

Consolidate the multi-sectoral cash assistance intervention, in line with Cash and Markets priorities, guidelines and standards

What you will bring

Minimum 5 yearsโ€™ experience in programme management, experience with digital systems and implementation strongly preferred but not mandatory

Experience of working in complex and volatile contexts

Knowledge of cash and markets programming

Documented results related to the positionโ€™s responsibilities

Knowledge about own leadership skills/profile

Strong budget development and budget tracking experience

Fluency in English, both written and verbal

High level of communication, interpersonal, representation and negotiation skills

Ability to work closely with field based national staff and experience in various staff training and development approaches

Experience with program design and implementation

Experience working with and using data to enable strong decision-making

Knowledge of CRMs and platforms for participant management

Familiarity with humanitarian programming (mandatory) and digital systems (preferred)

Knowledge of Power BI, Excel and Visual Basic is an asset

Experience in implementing humanitarian cash transfers programme is strongly desirable

Experience in Beneficiary Data system for humanitarian cash transfer

Experience in business operation environments with a proven track record of interfacing with

multiple stakeholders (internal and external) and successful project completion.

Experience collaborating across multiple functions and working with operational subject matter

Duty station: ย Kyiv, Ukraine

Contract: fixed national contract (12 months with possibility of extension)

Travel: up to 30%ย 

Salary/benefits: grade 8 on NRCโ€™s salary scale, with accompanying terms and conditions

NRC has been working to support conflict- and displacement-affected people in Ukraine since 2014, scaling up the response following the escalation of the conflict in February 2022.ย 

In 2024 NRC supported close to 300,000 people across Ukraine through the provision of legal aid, protection, education, shelter, water and sanitation, livelihoods and multi-purpose cash assistance interventions. NRC works in areas with high severity of needs in the east, south and north of the country. NRC works increasingly with local actors, ranging from local NGOs, but also with local authorities, the private sector, academia, among others, to ensure the sustainability of the response.

NRC operates one of the largest cash programs in Ukraine, having reached over 500,000 individuals. Cash assistance is provided through a digital outreach platform allowing for country-wide reach with a small team footprint, allowing for the distribution of cash at scale in hard-to-reach areas and underserved locations away from the frontlines simultaneously. NRC also provides emergency cash assistance to households affected by the conflict primarily though shelling or displacement. The Cash Team additionally supports other sectors in the development and deployment of sectoral cash programming, leveraging NRCโ€™s data and cash payment processes to achieve greater economies of scale.
