In October 2024, GGGI launched the Carbon Transaction Facility, a first-of-its-kind facility which offers a comprehensive solution to scaling up international carbon trading under Article 6 of the Paris Agreement. Through the CTF, GGGI will extend its Article 6 activities through a collection of single and multi-donor funds aimed at increasing host country readiness and facilitating transactions of Internationally Transferred Mitigation Outcomes (ITMOs). The CTF aims to catalyze up to USD 500 million solely for ITMOs purchasing by 2030. The multi-donor fund, named the Article 6 Readiness Facility, will mobilize up to USD 50 million for readiness support activities to GGGI Member States and Partner Countries. The Readiness Facility will allow GGGI to more than double the scale of its support for capacity building, technical assistance, institutional strengthening and international knowledge exchange activities in its Member States and partner counties. At the same time a pipeline of potential mitigation activities for trading will also be developed.
GGGI is working closely with the Government of Peru to accelerate the operationalization of the countryโs Carbon Market Framework. With the anticipated support from the CTF Readiness Facility, GGGI will deliver capacity building and awareness raising across key national stakeholder institutions, such as the Ministry of Environment (MINAM) and other line ministries, as well as support the development of authorization criteria and the elaboration of other key elements of the countryโs governance framework, as described in the regulation on the National Registry of Mitigation Activities (RENAMI). Finally, the project aims to originate mitigation activities to serve as the basis of international cooperation under Article 6.
POSITION SUMMARY
GGGI is seeking a Carbon Finance Senior Officer to be based in Lima, Peru to lead the overall implementation of the Peru CTF Readiness project. The successful candidate will report to the GGGI Andean Representative, serve as the primary technical and strategic focal point for the project in Peru, and be responsible for timely, high-quality project delivery. The position holder will provide day-to-day technical and strategic guidance and management, and liaise externally to ensure the project's effective delivery and outputs.
Experience in international carbon markets is strongly preferable, as the position-holder will be required to quickly absorb and apply sufficient technical knowledge on Article 6 concepts, requirements, frameworks and approaches to the local context in Peru.
PURPOSE
To lead the effective implementation of GGGIโs Article 6 Readiness project in Peru by ensuring strong project management, high-quality technical advisory, and strategic coordination with internal teams and key public and private sector stakeholders. The role is central to supporting Peruโs readiness for Article 6 engagement, advancing carbon market and emissions reduction trading initiatives, and contributing to the delivery of GGGIโs broader country portfolio and strategic priorities in Peru.ENGAGEMENT
Report directly to the GGGI Andean Representative, with matrix management to the Readiness Facility Manager in the Carbon Finance Department. Work closely with GGGIโs Carbon Finance Department and GGGI Peru to ensure a strong understanding of the local context, including GGGI's role in Peru; to ensure timely and high-quality delivery of the project; and to develop technical knowledge of Article 6 requirements, frameworks and approaches. Develop and foster strong relationships with key government stakeholders, leading the day-to-day communication (supported by GGGI Peru). Serve as the primary technical and strategic counterpart to key government stakeholders, leading day-to-day engagement with MINAM and supporting coordination with other sectors. Coordinate with other organizations supporting engagement with international carbon markets in Peru and ensure visibility of the Peru Article 6 Readiness Project and associated carbon engagements. Maintain active flexibility through professional relations with key stakeholders to capture and integrate their changing needs and manage expectations.DELIVERY
Deliver high quality project outputs on time and within budget that meet program objectives, donor requirements and government requirements. Quickly absorb and apply sufficient technical knowledge on Article 6 concepts, requirements, frameworks and approaches. Ensure quality monitoring and evaluation, timely submission of donor reports and deliverables, regularly evaluate project results, and guide project implementation to achieve maximum impact. Assess effectiveness of project activities and recommmend improvements to meet key milestones for the program. Ensure that experiences and best practices are documented and shared across relevant sectors in Peru and GGGIโs broader carbon finance work. Plan and co-deliver capacity building events that introduce key Article 6 concepts and options to key government and other stakeholders. Lead and coordinate the development, validation and delivery of key strategic instruments, including the Article 6 Strategy and implementation Plan, sectoral criteria and tools, and the preliminary positive list of eligible mitigation activity types for the country. Lead the identification of priority sectors and mitigation activities for Article 6, in collaboration with the Government of Peru and private sector. Lead the development of mitigation activities, including the coordination and quality assurance of Mitigation Activity Idea Notes (MAINs) in line with national priorities and Article 6 requirements. Support bilateral engagement between Government of Peru and potential cooperation partners. Support the process of facilitating key agreements between government, private sector and other international partners. Lead the planning and facilitation of key project workshops and meetings with key stakeholders in Peru. Plan and organize the work of individual consultants under the project to ensure high quality and timely delivery of the outputs. Clear and timely reporting on project delivery as required by the Article 6 Readiness Facility Committee. Ensure the quality of delivery of the project in a timely manner.REQUIREMENTS
QUALIFICATIONS
A Master's degree in a relevant area, such as Economics, Finance, Business Administration, Environmental Engineering, Environmental Sciences or other related disciplines. At least 8 years of experience in climate finance, carbon markets, green investment, or other relevant fields. A proven track in successfully managing projects linked to climate action and finance. Understanding of and experience in international carbon markets, the Clean Development Mechanism, and/or Article 6 is a strong advantage. Experience in day-to-day engagement with government ministries and agencies, ideally in developing countries. Experience in close engagement with the private sector is a strong advantage. Experience in organizing consultations, validation meetings, workshops and capacity building events. Experience working in developing countries, with experience Peru or any other Andean country. An excellent command of spoken and written English.FUNCTIONAL

The Carbon Finance Senior Officer is an X9 grade level in GGGI's Peruโs national salary scale. Determination of base salary depend on qualifications, experience and internal equity. In addition, GGGI provides 27 days of annual leave, flexible work arrangements and contribution towards private health insurance that covers dental and vision. The initial appointment is for 24 months, renewable subject to satisfactory performance and budget availability.
