The Paris Agreement provides a comprehensive framework for signatory Parties to reach an ambitious commitment to limit the increase in global average temperature to well below 2ยฐC, and to pursue efforts to limit the increase to 1.5ยฐC in a cooperative manner. This framework covers a number of instruments including cooperative approaches under Article 6 which allows signatory countries (and private sector entities authorized by these countries) to engage in international carbon transactions. GGGIโ€™s Carbon Finance Department is a global leader in providing technical assistance on Article 6 readiness, strategy development, and implementation, supporting countries to align international carbon market engagement with their Nationally Determined Contributions (NDCs), Long-Term Low Emissions Development Strategies (LT-LEDS), and broader development priorities.

The Carbon Transaction Facility (CTF), launched in October 2024, is one of the primary mechanisms through which GGGI supports its member and partner countries engage in Article 6 carbon trading. The CTF is a collection of single and multi-donor funds that cover the full spectrum of Article 6 cooperation โ€“ from readiness to transactions of internationally transferred mitigation outcomes (ITMOs). The โ€œReadiness Facilityโ€ is a program of readiness technical assistance and capacity building support aiming at four key strategic outcomes: (1) Awareness raising and capacity building; (2) Article 6 governance framework development; (3) Mitigation activity origination; and (4) Multi-directional knowledge exchange.

As of April 2026, the Readiness Unit will begin implementing Phase 2 of the Integrated Assessment for Article 6 (IAA6), an European Union (EC DG-CLIMA)-funded initiative that refines and deploys an integrated analytical and policy-support approach to help countries make evidence-based, strategic decisions on their participation in Article 6 markets using an innovative new economic and policy modelling approach. The project combines institutional assessment, policy analysis, and scenario-based modeling to support the development of robust Article 6 strategies, while generating knowledge products and guidance for wider uptake. During Phase 2, the approach will be piloted in 2 new countries (to be determined), integrating lessons learned from Phase 1, and substantial dissemination of results is planned.

POSITION SUMMARY

The Carbon Finance Senior Officer (IAA6 Project Manager) will report to the Deputy Director and Head of Readiness within GGGIโ€™s Carbon Finance Department. The Officer will be responsible for the day-to-day management and delivery of the IAA6 Phase 2 project, overseeing implementation across multiple workstreams, countries, and partners.

The role combines strong project management responsibilities with substantive technical coordination. The Carbon Finance Officer will manage consultants and external experts, coordinate inputs from internal technical teams and partners, and ensure that integrated assessments, modeling outputs, and policy recommendations are delivered to a high standard and translated into practical, policy-relevant outcomes. The Officer must be able to lead the process implemented by specialized technical experts, able to quickly digest and interpret analytical results, and co-design and frame them into actionable Article 6 policy solutions.

The Carbon Finance Senior Officer will also play a central role in ensuring coherence between IAA6 and GGGIโ€™s broader Carbon Transaction Facility (CTF) Readiness Facility, including explicit coordination with the Strategic Hub for Article 6 Readiness Exchange (SHARE) and supporting complementary readiness initiatives, particularly in the development of Article 6 engagement strategies and strategic measures to manage risk and maximize benefits.

PURPOSE

Lead the effective planning, implementation, monitoring, and reporting of the IAA6 Phase 2 project in line with approved scope, budget, and timelines. Manage the full project cycle, including work planning, budget execution (approximately EUR 1.5 million), consultant procurement and management, risk management, quality assurance and reporting in accordance with GGGIโ€™s Project Cycle Management guidelines and donor requirements. Lead the delivery of integrated Article 6 assessments, scenario-based modeling exercises, and policy-oriented outputs, ensuring that technical analysis is translated into clear, decision-relevant recommendations for governments. Lead the refinement and deployment of the IAA6 approach and associated tools, working in close partnership with modeling partners, internal technical experts, and country counterparts to ensure a technically robust approach that can be feasibly implemented in potential host countries. Ensure strong integration of IAA6 activities and outputs with the CTF Readiness Facility, SHARE and other initiatives as relevant, contributing to broader knowledge generation, dissemination, and learning. Promote adaptive management, continuous learning, and capture of lessons learned to strengthen both project delivery and future readiness programming.

ENGAGEMENT

Working under the direct supervision of the Head of Readiness to coordinate strategic alignment, risk management, and donor engagement. Serving as a primary working-level focal point for the IAA6 project with the DG-CLIMAโ€™s designated focal point, including regular participation in EU coordination and technical meetings. Managing relationships with external consultants, modeling teams, and technical experts, ensuring timely delivery and quality control of outputs. Collaborating with internal GGGI teams across headquarters and country offices, including CFD technical experts, sector specialists, and communications and knowledge management staff. Coordinating with government counterparts in pilot and non-pilot countries, supporting whole-of-government engagement on Article 6 strategy development. Supporting, as needed, knowledge exchange activities, workshops, and events under IAA6 and the broader CTF Readiness Facility, representing the project in regional or global fora on an occasional basis.

DELIVERY

Leading detailed work planning and budget management for the IAA6 project, including tracking expenditures, managing contracts, and ensuring compliance with donor and GGGI requirements. Drafting terms of reference for consultants and firms, leading procurement processes, and managing consultant performance and deliverables. Leading the design and delivery of IAA6 capacity development activities, integrated assessments, and deployment roadmaps in pilot countries. Overseeing the synthesis of institutional assessments, modeling results, and policy analysis into coherent, policy-facing outputs such as Article 6 strategy inputs, roadmaps, and guidance materials. Ensuring quality assurance across all technical and policy outputs, with a focus on relevance, clarity, and practical usability for decision-makers. Supporting the development of knowledge products and dissemination activities in coordination with SHARE, including guidance notes, training materials, and lessons learned from country deployments. Identifying risks and implementation bottlenecks and proactively proposing adjustments in coordination with the Readiness Facility Manager. Preparing narrative and financial reports for the donor and internal management, and contributing to broader reporting across the CTF Readiness Facility as required.

REQUIREMENTS

QUALIFICATIONS

Masterโ€™s degree in economics, environmental/ climate economics/ policy, international development, climate policy, environmental studies, or a related field. Minimum of 5โ€“7 years of progressively responsible experience in project management and technical assistance delivery in international development, climate finance, or carbon markets. Minimum of two years living and working outside of home country. Experience developing, employing or otherwise applying integrated assessment models for the purpose of climate change and sustainable development planning. Experience with other types of planning models (such as energy system optimization models, CGE models, MACC, etc.) a plus. Demonstrated experience working on climate policy, carbon markets, or Article 6โ€“related initiatives, with a strong understanding of NDCs, LT-LEDS, and national climate governance. Experience working as a coordinator or manager in a multi-country or global projects, including consultant coordination, budget management, and donor reporting. Experience managing or working as a part of European Commission projects a plus. Working knowledge of French and/ or Spanish is a plus.

FUNCTIONAL

Strong project management skills, including planning, budgeting, coordination, and reporting. Ability to engage confidently with technical analysis and modeling outputs and translate them into policy-relevant insights and recommendations. Solid understanding of Article 6 policy frameworks and host-country decision-making considerations. Excellent stakeholder engagement and coordination skills, including experience working with governments, development partners, and technical experts. Strong written and verbal communication skills in English; ability to draft high-quality policy and technical documents.

WORKING CONDITIONS

The Senior Officer is a X9 grade level in GGGI's international salary scale, details of which can be found in the GGGI Staff Rules on GGGIโ€™s website. In addition, GGGI provides 27 days of annual leave, flexible work arrangements and contribution towards private health insurance that covers dental and vision. The appointment is for 24 months, renewable subject to satisfactory performance and budget availability.
