The UNDP Tajikistan Rule of Law and Access to Justice Initiative consists of four projects: the Access to Justice in Tajikistan (โAccess to Justiceโ), Project the Strengthening Rule of Law and Human Rights to Empower People in Tajikistan (โRule of Lawโ) Project, the Supporting Womenโs Legal Education Project and the Stop Gender Based Violence Project.ย
This position is housed in the Access to Justice and the Rule of Law projects.ย The Access to Justice Project is funded by the Swiss Development Corporation (SDC) and implemented by UNDP in a consortium partnership with Helvetas Swiss Intercooperation.ย The Rule of Law Project is funded by the Ministry of Foreign Affairs of Finland and is implemented by UNDP.ย
The goal of the Rule of Law and Access to Justice Initiative is to improve access to justice for everyone in Tajikistan.ย Specific project goals for the two projects related to this position include the creation and implementation of a system of state administered and state funded legal aid centers (LACs); supporting the capacity development of the Supreme Court on international standards of fair trials; implementing the national Rule of Law Policy Dialogue at both the national and regional levels; developing capacity in state institutions, particularly the Ministry of Justice; providing assistance to the Government of Tajikistan in acceding to and complying with various international conventions on human rights; supporting digitalization at the Supreme Court; enhancing the capacity of civil society organizations to engage with the government, and public education and outreach.ย Both of the projects also seek to empower vulnerable populations, particularly women and people with disabilities.ย
Under the overall supervision of the Team Leader/Governance and direct supervision of the Project Manager the Capacity Development Analyst will be responsible for overall implementation of the Capacity Development component of the Access to Justice and the Rule of Law projects.ย

Capacityย Development Advice and Analysisย Engage stakeholders on capacity development and assess capacity assets and needs; Formulate and implement a comprehensive capacity development response; Monitor and evaluate the project activities to ensure optimal delivery and quality, and provide analysis for necessary adjustments; and Evaluate impact of capacity development for key judicial and legal institutions in order to enforce rule of law reform and implementation, i.e. Ministry of Justice and subordinated bodies, Supreme Court, Office of Ombudsman, CSOs and other relevant institutions.

Provide programmatic support to the Project Manager in planning and implementing programme activities in accordance with the programme document including supporting the preparation of the Annual Work Plan and draft budgets, organization of workshops and seminars, liaison with contractors, ensuring quality of products and documents provided by vendors, etc.; Prepare Terms of Reference for consultants, experts and service providers and lead the selection, recruitment and development of mission programmes of international and local experts, as required according to UNDP rules and regulations; Support the Project Manager in supervision of consultants and activities of implementing partners;ย Facilitate information exchanges between the four projects under the Initiative; Contribute to reports regarding the work of the Projects; and Provide support in financial procedures to the Project in accordance with UNDP policies. ยCoordination, Cooperation and Resource mobilizationย

Institutional Arrangement
The Capacity Development Analyst under the direct supervision of the Project Manager and overall guidance of the Programme Specialist for Governance, Rule of Law and Human Rights, is responsible for the implementation of activities related to rule of law and access to justice policies and reforms. The Capacity Development Analyst will supervise and guide the work of consultants and implementing partners working on the Access to Justice and Rule of Law projects.ย The Capacity Development Analyst is expected to support the work of the Rule of Law Initiative in all four projects, primarily to inform and guide the Projectโs work with exchange of information and relationship management.ย The Capacity Development Analyst will work in close partnership with the Legal and Policy Officer, the E-Justice Coordinator and the Project Associate.
