Result of ServiceThe consultant will provide advisory support in updating the Industrial Development Policy 2015-2025 of Cambodia. Work LocationHome based Expected duration17.11.25 to 27.02.26 Duties and ResponsibilitiesUnder the supervision of the Project Officer and in collaboration with the Ministry of Industry, Science, Technology and Innovation (MISTI) of Cambodia, the consultant will be responsible for the following tasks: 1. Review and Update of Industrial Policy โ€ข A thorough assessment of the industrial policy and its implementation, including its formulation, design, instruments, and results achieved โ€ข Analysis of trade partner, regional, and global economic trends and their implications for the quality of Cambodiaโ€™s integration into ASEAN โ€ข Assessment of the implications for Cambodiaโ€™s ability to maintain competitiveness and achieve sustainable development from trade partner policies and global economic trends, including digitalization and other technological advancements, and low-carbon transition โ€ข Submission of proposals on updates to the industrial policy, in line with needed industrial policy adjustments 2. Provide specialist technical support on enhancing competitiveness in key economic sectors โ€ข Evaluate the current state of challenges in manufacturing, with a focus on challenges linked to competitiveness, product diversification, upgrading and low-carbon transition in the garment and agro-processing industries. โ€ข Identify barriers to competitiveness and propose policy solutions geared towards raising productivity, efficiency and stimulating innovation, including leveraging the potential of digital technologies and stimulating expanded backward and forward linkages in the domestic economy. The assignment is expected to be delivered mainly through a combination of online consultations with the main stakeholders (including secondary stakeholders if required) and desk research. The assignment entails a two-week mission to Phnom Penh for in-person consultations. Qualifications/special skillsAn advanced university degree, Master, in economics, industrial policy, or related fields is required. At least 10 years of international experience in industrial policy analysis and advisory services, preferably in developing country contexts, is required. Expertise in developing innovative policy solutions for enhancing productive capacities and competitiveness LanguagesFluency written and spoken in English is required. Knowledge of Khmer is an advantage. Additional InformationNot available.
