DMA requires specialized technical expertise to navigate the complex process of policy review against evolving global standards and complicated changing aspects. This consultancy will provide technical support to ensure the policy document is reviewed and updated to align with current national priorities and key international frameworks
The consultant will be responsible for the following activities, working in close collaboration with the DMA and key stakeholders, while giving regular feedback to WFP on progress to ensure alignment and timely completion of tasks. He/she will
- Conduct an extensive desk review of the expired 2011 DRR Policy, the draft DRM Bill, and other relevant national documents.
- Analyse key international frameworks, particularly the Sendai Framework for Disaster Risk Reduction, and other relevant regional agreements to identify gaps and opportunities for alignment.
- Review ongoing national initiatives such as climate services, anticipatory action, and urban disaster risk management to ensure their integration into the new policy.
- Develop an inception report detailing the methodology, work plan, and initial findings.
- Facilitate consultative meetings and workshops with a wide range of stakeholders, including government ministries, civil society organisations, private sector representatives, and development partners.
- Gather input, feedback, and recommendations on the strengths and weaknesses of the current policy and key areas for revision.
- Lead discussions to build consensus on the strategic direction and content of the updated policy.
- Based on the desk review and stakeholder consultations, draft the revised DRR Policy.
- Ensure the draft policy is clear, concise, and incorporates a gender-sensitive, inclusive, and risk-informed approach.
- Submit the initial draft for review and feedback.
- Facilitate a final validation workshop with all key stakeholders to review the revised draft policy.
- Incorporate feedback from the validation workshop and finalise the policy document.
- Submit the final policy document to the DMA and WFP.
Specification:
Masterโs degree in a relevant field such as Disaster Risk Management, Public Policy, Environmental Science, or a related discipline
At least 5 years proven experience in policy review and development, particularly in the context of DRR or climate change adaptation. Strong understanding of national DRM structures and international frameworks such as the Sendai Framework. Demonstrated experience in stakeholder engagement and workshop facilitation. Excellent written and verbal communication skills in both English and the local language.
