Description of the Assignment:
The Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) government is in the crucial process of establishing a foundation for good governance in its area of jurisdiction. To provide guidance on regional development, the Bangsamoro Development Plan (BDP 2020-2022) has been prepared. The overall goal of the BARMM government โis to uplift the lives of the Bangsamoro and the establishment of the foundations of self-governance through moral governanceโ. Eight development goals were identified to be the focus of BARMM governmentโs interventions until 2022. Notably, out of the eight development goals, three are directed towards improving regional governance, namely: (1) establish the foundation for an inclusive, transparent, accountable, and efficient governance; (2) ensure access to and delivery of quality services for human capital development; and (3) harness technology and innovations to increase socioeconomic opportunities to improve government services.
The BARMM government, through its MILG, partnered with the UNDP for the Localizing e-Governance for Accelerated Provision of Services (LeAPS) Program to support the Office of the Chief Minister, all BARMM ministries, and local government units (LGUs) in using ICT solutions to simplify business processes, improve local public services and make them more accessible to Bangsamoro people. The overall objective of the LeAPS Program is to create โBy the end of the project, citizens have improved access to local government e-Servicesโ. To help achieve this objective, LeAPS has three (3) key outcomes, as follows:
Outcome 1: Citizens and other vulnerable groups efficiently utilize digital facilities and citizen-centric e-services provided by selected BARMM LGUs and key partners.
Outcome 2: Enhanced capacities of MILG for data driven e-governance at the regional and local level.
Outcome 3: Enabling environment that supports e-governance.
To sustain the gains and institutionalize the LeAPS Program in selected ministries and LGUs, there is a need to develop three (3) key policy instruments:
An Administrative Order operationalizing the use and management of LeAPS Digital Centers and e-services within MILG,
Draft Sanggunian Legislation institutionalizing LeAPS through the LGUs; and
A Draft Executive Order enabling immediate administrative action
These instruments will formalize mandates, clarify responsibilities, and ensure long-term adoption and compliance across BARMM.
UNDP requires a consultant with strong policy and legislative drafting expertise to lead the development of these instruments.
