Background:

During the second cycle of the Universal Periodic Review process, the government of Tajikistan committed itself to signing and ratifying the UN Convention on the Rights of Persons with Disabilities (CRPD). A National Programme on the Rehabilitation of Persons with Disabilities (2017 โ€“ 2020) has been approved and a National Action plan on the preparation of Tajikistan to ratify CRPD has been signed. In 2021, a Programme on Accessible Environment was approved and the government has set funds aside to support this programme.

In 2017, the Human Rights Unit began working with different civil society organizations to focus on the rights of persons with disabilities. The Unitโ€™s work was aimed at raising the awareness of the general public about rights of persons with disabilities as well as increasing the capacity of organizations working for and with persons with disabilities. In addition to awareness-raising and capacity building, dialogue platforms also resulted in the successful advocacy of disability rights activists, who promoted the establishment of unofficial disability advisers to local hukumat administrations across the country.

In response to the National Action Plan preparing Tajikistan to ratify and implement the CRPD, the Office continues to support different events including roundtables, meetings and on-sight accessibility monitoring visits to public buildings by government officials and civil society, which includes also participation of persons with different degree of hearing loss.

Objective of Assignment:

To provide sign language interpretation for people with any degree of hearing loss at different events supported by the OSCE on the rights of people with disabilities.

Special requirements:

Applicants are asked in addition to the application form provide to at least three references from their previous employers certifying that they have successfully provided sign-interpretation service.

Tasks and Responsibilities:

Under the supervision of the POiDโ€™s Human Rights Officer, the consultant will undertake the following tasks:

Provide high level sign-language interpretation services at meetings, seminars, negotiations and other POiD events; Participate at meetings, conferences, and social gatherings, and offer sign-language interpretation of technical terminology; promote understanding and develop rapport with people with any degree of hearing loss during events supported by the Office; Provide advice and training to the staff of the Office on the use of Tajik sign-language interpretation; Perform other related duties as assigned.

Necessary Qualifications:

Secondary education supplemented by specific studies in sign languages with specialization in interpretation techniques; Minimum three years of experience in Tajik sign-language translation; Fluency in Tajik and Russian languages; Experience of sign interpretation in the field of human rights is highly desirable; Motivation to work with persons from different backgrounds, with different skills and capacities; Commitment to human rights, diversity, equal opportunities; Computer literate with practical experience using Microsoft applications; Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities; Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
