      Job Role  

      The International Fund for Agricultural Development (IFAD) is an international financial institution and a specialized United Nations agency dedicated to eradicating rural poverty and hunger. It does so by investing in rural people. IFAD finances programmes and projects that increase agricultural productivity and raise rural incomes, and advocates at the local, national and international level for policies that contribute to rural transformation.

      Consultancies play a critical role in the execution of IFAD’s mandate and our impact on the ground. Consultancies are designed for junior and senior experts whose skills are required for specific project assignments. Given the different technical and time-duration nature of assignments, IFAD is looking for consultants of varying ability and experience.

      Consultants may be contacted for specific assignment throughout the year and the remuneration will be commensurate with candidate's qualifications, experience and skills as well as the nature of the assignment in terms of:

      • Responsibilities and complexities of the assignment.
      • The degree of specialization required.

        Consultants are not considered staff of IFAD. Consultancy assignments do not carry any expectation of employment, extension or conversion to another type of contract with the Fund. Consultants can be recruited for a maximum of 240 days in 1 calendar year and 960 days in 5 calendar years.

        IFAD is issuing this call for interest for Consutltants to enlist experts in the area of social, environmental and climate safeguards in its consultant roster. IFAD is especially interested in experts with safeguard experience in the context of investment projects financed by multi-lateral development banks and funds (e.g. IFAD, AfDB, AsDB, EBRD, EIB, GCF, GEF, AF, IADB, IFC, IsDB, and WB).

        Rostered consultants may be called upon for short duration assignments to contribute to the design, supervision and to support the implementation of investment projects financed by IFAD and other co-financiers, specifically to prepare and enhance the quality of safeguard instruments per the requirements of IFAD's Social, Environmental and Climate Assessment Procedures (SECAP).

        Consultants may be expected to conduct the following activities as applicable to the specific assignment:
        Join design, supervision, implementation support, mid-term review, or completion missions and conduct tasks related to social, environment and climate safeguards as indicated in the assignment TORs.

        Key Functions and Results  

         

        At design stage:

      • Review the country context (legal, political, institutional, social, cultural and sector policies) relevant to social, environment and climate safeguards in relation to the project's thematic focus;
      • Screen and assess the project's social, environment and climate risks;
      • Prepare safeguard instruments applicable to the project per the requirements of IFAD's SECAP, including an: Environmental and Social Impact Assessment, Environmental and Social Management Framework and/or Environmental and Social Management Plan, Biodiversity Impact Assessment, Pest Management Plan, Waste Management Plan, Cultural Heritage Management Plan, Indigenous Peoples Plan, FPIC Implementation Plan, Labour Assessment and Management Procedures, Health Impact Assessment, Resettlement Action Plan, Stakeholder Engagement Plan, and Grievance Redress Mechanism;
      • Provide technical support, as required, for the preparation of the SECAP background report with a focus on poverty, livelihoods, environment, biodiversity, climate, gender, nutrition, youth, persons with disabilities and Indigenous peoples as appropriate, including recommendations for enhancing project design and implementation;
      • Provide inputs into the project M&E framework, project logframe and procurement plan based on the social, environment and climate risks identified.

         

        At implementation, mid-term and completion:

      • Contribute to start-up workshops and other capacity development activities as required with respect to social, environment and climate safeguards;
      • Assess project implementation and compliance with social, environment and climate safeguard requirements, and identify and describe key influencing factors, including technical, bureaucratic, managerial, organizational, institutional and socio-economic policy issues, in addition to other external factors unforeseen during design, and how these have affected project implementation and/or impacted project target groups;
      • Provide technical support to enhance the quality of safeguard instruments and their implementation, including support and/or proposed actions to address identified challenges;
      • Identify good practices and lessons from what worked and what didn-t work with respect to the design and implementation of safeguard instruments;
      • Identify any potential for the replication or up-scaling of good safeguard practices;
      • Contribute to technical written sections of mission reports or to the development of other technical reports as required
