What will you do in this position?
You will oversee financial planning, risk management, and reporting processes while mentoring and guiding junior staff, ensuring adherence to financial best practices and corporate governance requirements. The role also involves engaging with key internal and external stakeholders, including senior management, UN agencies, banks, and financial institutions, to drive financial accountability and operational efficiency.

The war in Ukraine has had drastic consequences, both for people inside the country and for those around the world who depend on its food supplies. The war has caused immense suffering for civilians, displaced families, and disrupted supply chains and food production. It has caused one of the fastest forced population movements since the Second World War. Close to 6 million Ukrainians are still living as refugees across Europe, and almost 3.3 million are internally displaced. Many have lost their homes and livelihoods. As food production and supply lines are disrupted by fighting, many families in the east and south of Ukraine do not have reliable access to nutritious food.
WFP uses a combination of food and cash assistance to support communities affected by the war. This includes working with local partners to distribute food boxes in areas near the frontline and providing cash transfers in locations where people have access to banks and markets to buy food. Since March 2022, WFP has distributed food and cash assistance equivalent to 3.01 billion meals to people displaced and affected by the war.

How can you make a difference?
In this position, you will have to:
- Stay updated on corporate finance and resource management strategies, circulars, and policies and actively apply this knowledge in the Country Office finance processes.
- Contribute to the creation of country-specific financial and resource management plans, ensuring alignment with the WFP Finance strategy, policies, and procedures to effectively support the operations in the country office.
- Prepare and submit key financial data and project outcome reports, ensuring compliance with corporate governance requirements, accuracy, and adherence to deadlines.
- Track and analyze budgets, conduct financial forecasting for new and ongoing projects, and ensure alignment with corporate financial procedures.
- Supervise bank reconciliations, process disbursements, open items, manage cash flow, and complete monthly financial closures in accordance with corporate guidelines.
- Administer staff benefits, facilitate the recruitment of local personnel in finance, and coordinate training efforts as needed.
- Collect and analyze financial data to support policy and system improvements, mitigate financial risks, and enhance operational efficiency in the Country office finance processes.
- Compile and provide accurate financial, staffing, and resource utilization data to management for informed decision-making.
- Support financial control mechanisms by assisting with periodic risk assessments and internal control evaluations to identify and address audit, compliance, and financial risks.
- Supervise and guide junior staff, review their work, and help with complex financial analyses and queries.
- Attend and actively participate in internal and external meetings, including engagements with UN agencies, banks, financial institutions, and other key partners.
Perform other assigned duties to support overall financial and resource management objectives.To join us in saving lives, changing lives, you will have:
Education: Advanced university degree in Finance, Business Administration, Accounting, or a related field. Alternatively, a first-level university degree in the same disciplines, combined with additional years of relevant work experience and membership in a globally recognized professional accountancy body such as the Association of Chartered Certified Accountants (ACCA), Institute of Certified Public Accountants (ICPA), or an equivalent certification.
Experience: This position is advertised on two grades, SC-9 and SC-8, each with distinct requirements. Based on your years of relevant experience, you might be recommended either for the SC-9 or SC-8 role.
- For the SC-9 grade - at least three (3) years of postgraduate professional experience in Finance or related business stream with experience in budget work.
- For the SC-8 grade - at least one (1) year of postgraduate professional experience in Finance or related business stream with experience in budget work.
Knowledge & Skills:
- Proven ability to manage finance operations with a high degree of autonomy, ensuring alignment with corporate policies and strategic objectives.
- Practical experience in budgeting, forecasting, and financial planning, along with identifying and mitigating financial risks in operational settings.
- Strong ability to analyze financial data, troubleshoot issues, and implement effective solutions to enhance operational effectiveness.
- Hands-on experience in applying corporate financial governance, internal controls, and compliance frameworks to maintain financial integrity.
- Direct experience in preparing, reviewing, and presenting financial reports to senior management, ensuring accuracy and timeliness.
- Demonstrated experience supervising 2 or more staff members, providing mentorship, training, and performance oversight to ensure adherence to financial best practices.
- Proven experience managing financial transactions, including payments, disbursements, bank reconciliations, and revenue tracking.
- Strong communications skills with track record of working closely with senior management, external agencies, banks, and financial institutions.
- Experience in streamlining financial processes, improving cash flow management, and enhancing resource allocation for maximum efficiency.
- Prior experience working for a UN agency, or an international organization is an advantage.
Language: Fluency (level C) in both English and Ukrainian languages.
