The IUCN Protected and Conserved Areas (PCA) Team has a long heritage in the Union, with a headquarters-based core team and regional staff, and a closely coordinated programme of activities with the World Commission on Protected Areas (WCPA). The PCA Team is part of the Centre for Conservation Action. This work is supported by several donors and partners, including the European Development Fund of the European Union, through the Africa, Caribbean and Pacific Group of States in the BIOPAMA Programme, the German International Climate Initiative through investments to achieve the objectives of the Convention on Biodiversity, the European Commission through the BEST Initiative, and by several private organisations, including the Gordon and Betty Moore Foundation. The BEST Initiative groups four grant-making facilities addressing biodiversity conservation and climate challenges of the EUโs Outermost Regions and associated Overseas Countries and Territories: BEST 2.0, BEST 2.0+, LIFE4BEST and the most recently awarded BESTLIFE2030. JOB DESCRIPTION The BEST Programme Officer (Technical) coordinates the technical implementation in line with the BESTLIFE2030 project description. He/she manages tools and processes for the efficient design, implementation, monitoring and evaluation of grantsโ projects. The position ensures good coordination with the Regional Hubs (partners and sub-contractors) for the technical delivery of the grantsโ cycles.
โข Support and lead in the implementation of the processes related to call for proposals design, evaluations of proposals, grant agreements signature, grantsโ implementation and completion, capacity development and field monitoring missions, including through the preparation of guidance notes and templates.
โข Coordinate the technical input for designing the BESTLIFE2030 thematic focus of calls for proposals, considering the programmatic, policy priorities.
โข Ensure the monitoring, validation and closing of granteesโ projects.
โข Manage the grantsโ management portal development and maintenance.
โข Design, manage and review materials that support programmeโs implementation, e.g. Operational Manual for the grantsโ management, and provides technical inputs, as appropriate.
โข Develop and maintain the M&E framework for the grants, that contributes to IUCNโs impact and results.
โข Ensure that social, environmental and climate safeguard policies are met in all BESTLIFE2030 operations.
โข Supports the capitalisation and knowledge management from the grantsโ results.
โข Contribute to the development of IUCNโs streamlining of grant-making, through the experience of the BEST portfolio.
โข Participate in project development and other complementary tasks of the IUCN PCA team
โข Manage service providers and potentially team staff.

REQUIREMENTS โข โข At least 7 years of work experience in the field of biodiversity conservation, preferably with a focus on protected and conserved areas.
โข University degree, in biodiversity conservation, international relations, or related field.
โข Proven technical knowledge in grant-making for conservation.
โข Proven expertise in monitoring and evaluation of projects.
โข Excellent ability to analyse technical documents and issue recommendations.
โข Demonstrated knowledge of environmental and social safeguards and IUCN Knowledge products, such as the IUCN Green List and the PANORAMA-Solutions for a Healthy Planet, is desirable.
โข Proven ability to interact with individuals of diverse cultural backgrounds and beliefs, and sensitivity to gender and cultural diversity.
โข Impeccable interpersonal skills.
โข Excellent command of French and English. Other languages are a plus.
โข Ability to cope with varied workload and flexible working hours.
โข Ability to strategize, take initiative and implement work with minimum level of supervision, while ensuring the right level of collaboration and stakeholdersโ involvement.
โข High level of adaptability, especially in stressful situations.
โข Proven interest in IUCNโs areas of work and mission;
โข Adheres to IUCNโs core values of transparency, inclusiveness, professionalism and accountability. SALARY The minimum gross annual salary for this position is EUR 59'950. While this is an indicative amount effective as of the current date, changes may occur as per IUCN's compensation practices without prior notice.
