The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. We work at the invitation of governments to support them and the private sector to create and sustain high-quality health systems.

CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

In India, CHAI works in partnership with its India registered affiliate William J Clinton Foundation (WJCF) under the guidance of the Ministry of Health and Family Welfare (MoHFW) at the Central and States' levels on an array of high priority initiatives aimed at improving health outcomes. Currently, WJCF supports government partners across projects to expand access to quality care and treatment for HIV/AIDS, Hepatitis, tuberculosis, COVID-19, common cancers, sexual and reproductive health, immunization, and essential medicines.

Program Overview

According to the World Health Organizationโ€™s Global TB report 2022, an estimated 10.6 million people fell ill with tuberculosis (TB) in 2021, an increase of 4.5% from 2020, and ~1.6 million people died from TB. The burden of drug-resistant TB (DR-TB) also increased by 3% between 2020 and 2021 with ~450 000 new cases of rifampicin-resistant TB (RR-TB) in 2021. This is the first time in many years that an increase has been reported in the number of people falling ill with TB and drug resistant TB.

TB services were among many others severely disrupted by the COVID-19 pandemic in 2021, but its impact on the TB response has been particularly severe. There is, thus, an urgent need for strategies to mitigate the impact of the COVID-19 pandemic and initiate urgent improvements in formal and community health systems.

WJCF works under the guidance of the Central TB Division (CTD)to implement novel interventions across 15 states to catalyze elimination targets outlined in the National TB Elimination Program (NTEP). It also lends technical support across a range of thematic areas- strategic planning, data analytics, monitoring and evaluation, patient management, and delivery of services. Specifically, WJCF has been supporting the disbursement of direct benefits to beneficiaries (patients, private sector providers, ASHAs) working under the guidance of TB programs in the states of Bihar, Rajasthan, Gujarat, and Madhya Pradesh. The areas of support include capacity-building and data analysis, development of information, education, and communication (IEC) material. Further, it has provided inputs into policy formulation around direct benefit transfer (DBT) and piloting new initiatives and innovations.

Position Overview

WJCF is seeking a highly motivated individual with outstanding credentials and demonstrated problem-solving abilities for the role of Associate, TB. The Associate will report to the Associate Director, TB and will drive initiatives around DBT.

Specifically, the Associate will operationalize a pilot on the deployment of e-RUPI for use cases in TB programming. e-RUPI is a cashless and contactless instrument for digital payment, developed by the NPCI on its UPI platform for person-specific and purpose-specific payments. The Associate will be responsible for synthesizing learnings from this pilot into a roadmap for e-RUPI scale-up. Additionally, the Associate will provide support to CTD on the wider DBT portfolio, which will include drafting of guidelines, training users, diagnosing issues being faced at all levels of administration around making payments using the Nikshay suite of products.

We are seeking a highly motivated, entrepreneurial individual with outstanding problem-solving and communication skills. Demonstrated ability for strategic big picture thinking, and problem solving in complex environments would be essential. Responsibilities

Develop deep understanding of technical and operational requirements of project (e-RUPI, NPCI, role of National Health Authority, the Nikshay suite of products, TB programming etc.).Support in designing and development of operational and technical framework for piloting e-RUPI feasibility pilot for improved detection of active TB.Develop detailed project requirements in terms of budgets and HR and contribute to hiring, training, and mentoring of project team.Work closely with implementing partners, stakeholders and program leadership in implementing the pilot and establishing appropriate monitoring and evaluation framework and mechanisms. Liaise and maintain relationships with stakeholders (both in the public and private sector) for socializing the project and establish channels for incorporating feedback for success of the project.Establish and operationalize mechanisms for data collection and collation, and analyze large data sets; support insight generation around DBT payments and translation of insights into action items.Synthesize learnings from pilot and feedback of stakeholders to support creation of scale up roadmap. Socialize leanings from the pilot amongst officials and stakeholders to support DBT policy formulation and programming.Support leadership in presenting study results to key stakeholders and support publication and dissemination thereof.Support the evolution of organizationโ€™s TB strategy by identifying areas of intervention and significant impact; identify opportunities and lead new initiatives in expanding access to quality TB treatment and care.

Qualifications

Bachelorโ€™s or Master's degree, plus 4+ yearsโ€™ work experience. Exceptional analytical (qualitative and quantitative) and communication (written and verbal) skills.Entrepreneurial mindset, including ability to work independently, self-motivate, and propose and implement new initiatives.Exceptional stakeholder management capabilities.Ability to think strategically, handle ambiguity, and problem solve in a fast-paced, limited-structure, multicultural environment.Ability to be effective in high-pressure situations, handle multiple tasks simultaneously, and set priorities.Ability to absorb and synthesize a broad range of information, especially clinical, scientific and technical manufacturing information.High level of proficiency in Microsoft Office, particularly Excel, PowerPoint and Word.Willingness to travel occasionally and at short notice.

Preferred Qualifications:

Experience working in public health organization OR experience working in management consulting, development sector or similar fast-paced, output-oriented environments OR experience in the pharmaceutical, biotechnology or medical device industry.Experience on B2B / B2C payment solutions using vouchers, wallets or UPI.Experience in various qualitative and quantitative research methodologies.Experience analyzing large data sets using statistical software such as Stata, SAS, SPSS or R.Experience living or working in developing countries.
