Background:

Please note that this position is funded under an Extra-Budgetary (ExB) Project \"In Support of Strengthening Capacities of Ukrainian Authorities in Preventing and Combating Illicit Trafficking in Weapons, Ammunition and Explosives in All its Aspects\", which is expected to run until end of June 2024. The contract will be issued until 30 June 2024.

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The OSCE Secretariat in Vienna assists the Chairpersonship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

The Conflict Prevention Centre (CPC) plays a key role in supporting and co-ordinating the OSCE's activities in the field, in providing analysis and policy advice to the Secretary General (SG) and the Chairpersonship, in leading work on all aspects of the conflict cycle, and in supporting the various formats dealing with protracted conflicts. The CPC also serves as the focal point in the Secretariat for co-ordinating and developing the OSCE's role in the politico-military dimension.

The Forum for Security Co-operation (FSC) is the main OSCE body dealing with the politico-military aspects of security and provides a forum for political dialogue for OSCE participating States. The FSC Support Unit within the Conflict Prevention Centre at the OSCE Secretariat supports the work of the FSC by providing technical support and expertise. In this respect, the Unit acts as a focal point and prepares reports and overviews on military information exchanged by participating States. The Unit also fosters implementation of Confidence and Security-building Measures (CSBMs) and develops assistance projects with regard to Small Arms and Light Weapons (SALW) and Conventional Ammunition.


Tasks and Responsibilities:

As Associate Project Officer, you will work under the supervision of the Project Officer, co-operate with the project beneficiaries and co-ordinate the project work with the Project Officer and the FSC Support Unit's project team. You will manage one Project Assistant and will be part of the FSC Support Unitโ€™s project team contributing to the implementation of the politico-military commitments of the OSCE participating States under the OSCE Documents on Small Arms and Light Weapons (SALW) and Stockpiles of Conventional Ammunition (SCA).

More specifically, you will perform the following functions:

Developing project proposals, initiating and managing projects on Small Arms and Light Weapons (SALW) and Stockpiles of Conventional Ammunition (SCA) implemented by the Secretariat, including participating in assessment visits, administering project registration in the host country, initiating procurement of goods and services, establishing contacts with participating States and international organizations, identifying experts and project partners, providing guidance to consultants, and drafting report inputs and reports on project implementation; Co-ordinating project implementation with the OSCE field operations and partner organizations, including in relation to the procurement of goods and services and selection of consultants, participating in co-ordination meetings and their preparation, and collecting and co-ordinating input for presentations on project implementation; Contributing to FSC Support Unit team work on SALW and SCA issues through co-ordination with other project officers and through supervision of the work of the Project Assistant which includes planning and co-ordination of tasks and responsibilities related to project activities, designing operational plans, co-ordinating fundraising efforts in support of SALW and SCA project activities with other FSC Support Unit officers and FSC Co-ordinator, and collecting input and co-ordinating visibility practices within the FSC Support Unit and OSCE field operations; Organizing and taking part in seminars, expert meetings, workshops and training programmes for the benefit of participating States and project beneficiaries on SALW and SCA project activities and other related issues in the politico-military dimension; initiating, planning and conducting seminars, workshops and training to build capacity in participating States to fulfill their commitments stemming from relevant commitments; assembling and leading expert teams to conduct training for governmental authorities and armed forces of participating States; providing guidance to the Project Assistant on methods and resources for facilitating seminars, workshops and training effectively tailored to OSCE goals, local conditions, and participantsโ€™ needs; reporting to donors and beneficiaries on these events, and supporting the work of the FSC Support Unit in the field of SALW and SCA; Representing the FSC Support Unit to delegations, international organizations, academic institutions, NGOs, and other agencies, delivering statements and briefings on project related issues, keeping contact with partner organizations; briefing visiting experts/staff from international organizations, NGOs, academic and other institutions about the OSCE, its role, functions and projects; Ensuring proper project finalization, by planning the project closure and assigning tasks to the Project Assistant on necessary steps and documents to be prepared, arranging for delivery and handover of equipment to project beneficiaries, drafting relevant communication for donors, designing, preparing the archiving of project files, and preparing the project closing ceremony in co-ordination with the FSC Support Unit and project beneficiaries, including the delegation of the host country to the OSCE; Performing other duties as assigned.

Necessary Qualifications:

First-level university degree in law, political science, military affairs, public policy/administration, project management or social sciences A minimum of four years of professional-level experience in project management of technical assistance projects in international organizations; Experience with the host government authorities of Ukraine, knowledge of procedures and processes regarding project registration in the host country, decision-making processes, and protocol requirements including on communication; Good drafting and reporting skills; Excellent oral and written communication skills in English; Excellent oral and written communication skills in the Ukrainian language is required as the project officer will have to communicate and maintain work relations with the Ukrainian beneficiaries on a daily basis; Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities; Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity; Digital literacy and proficient use of Microsoft Office (Outlook, Word, Excel and PowerPoint), internet.

Remuneration Package:

Monthly remuneration is around EUR 5,700, with the actual monthly salary depending on post adjustment and family status. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Other allowances and benefits are similar to those offered under the United Nations Common System.
