Org. Setting and ReportingIn its resolution 2366 of 10 July 2017 the Security Council approved the establishment of the UN Verification Mission in Colombia (UNVMC) with a mandate to verify the implementation of sections 3.2 (reincorporation of the FARC-EP into civilian life) and 3.4 (implementation of security guarantees) of the Final Agreement between the Government of Colombia and the FARC-EP. This position is located in the Procurement Unit/Supply Chain Management/Mission Support Division of the United Nations Verification Mission in Colombia (UNVMC). The incumbent will be based in Bogota and will report to the Chief Procurement Officer. ResponsibilitiesWithin delegated authority, the Associate Procurement Officer will be responsible for the following duties: โ€ข Plans procurement actions for assigned projects, which typically involve the procurement of a select group of technically complex commodities or services, or for a variety of goods and services of a general nature. โ€ข Reviews and analyzes technical specifications to ensure completeness, accuracy and competitive qualities, and identifies optional courses of action. โ€ข Assists staffs in matters regarding procurement policies and procedures, technical specifications, pricing and product/service availability, as well as appropriate substitutes or alternative options to reduce costs. โ€ข Develops vendor pre-qualifying criteria, identifies product sources and evaluates vendor performance as regards quality, prices, delivery, equipment, etc. โ€ข Solicits and evaluates bids/proposals/quotations to ensure overall competitiveness, quality, and conformity to specified requirements. โ€ข Compiles and presents procurement data; prepares all relevant supporting documents and recommends approval of the contract or purchase order; may authorize purchases in line with delegated authority, and, in cases where the amount exceeds authorized signature authority, prepares submissions to the Contracts Committee for review and subsequent approval by the authorized official. โ€ข Coordinates timely delivery of goods and services. โ€ข Participates in the market and supplier research. โ€ข Prepares a variety of reports, correspondence, and documents (e.g. purchase orders, contracts and amendments) on procurement-related matters. โ€ข Identifies, documents, and disseminates best practices and lessons learned and performs final contractor performance assessment. โ€ข Performs other duties as assigned. Competenciesโ€ข Professionalism: Knowledge of internationally recognized procurement standards and understanding of procurement techniques and practices used in the private sector. Knowledge of market trends and sources of supply and equipment and of procurement/contract execution and administration. Knowledge and understanding of internal procurement policies, practices and procedures. Ability to conduct research and analyze data and information to develop recommendations on procurement contracts awards. EducationAdvanced university degree (Masterโ€™s degree or equivalent) in business administration, public administration, commerce, engineering, law or a related field. A first-level university degree (Bachelor's degree or equivalent) in combination with qualifying experience may be accepted in lieu of the advanced university degree. Job - Specific QualificationChartered Institute of Purchasing and Supplies (CIPS) Level 4 or equivalent professional certification is desirable. Work ExperienceA minimum of two (2) years of progressively responsible experience in procurement, contract management, administration or related area is required. Experience in the use of Enterprise Resource Planning software/application such as UMOJA is desirable. Hands-on procurement experience is desirable. LanguagesEnglish and French are the working languages of the United Nations. For this position, fluency in English and Spanish (both oral and written) is required. NOTE: Fluency equals a rating of \"fluent\" in all four areas (read, write, speak, understand), and \"knowledge of\" equals a rating of \"confident\" in two of the four areas.
