Setting and ReportingThe UN Secretary-General launched on 1 January 2019, a bold and new global reform which repositioned the UN Development System to deliver more effectively and efficiently with the achievement of the 2030 Agenda and the Sustainable Development Goals (SDGs). As part of this reform, UN Resident Coordinator Offices (UN RCO), under the leadership of an independent UN Resident Coordinator – the Representative of the UN Secretary-General and the highest-ranking official of the UN Development System at the country level – supports countries in the achievement of their development priorities and the attainment of the SDGs. The RCO supports the UN Country Team (UNCT) in implementing the United Nations Sustainable Development Cooperation Framework (UNSDCF), aligning the UN system's collective contribution with the country's national development priorities, the SDGs, and the 2030 Agenda. The Partnerships and Development Finance Officer play a key role in advancing the partnership, financing, and resource mobilization architecture of the UN system in DRC, in close coordination with UN agencies, Government, development partners, the private sector, and international financial institutions (IFIs). This position is located in the UN Resident Coordinator's Office (RCO) in the Democratic Republic of Congo (DRC), based in Kinshasa and reports to the Head of the Resident Coordinator's Office. ResponsibilitiesWithin delegated authority, the incumbent will be responsible of the following duties: 1.PROVIDES SUBSTANTIVE SUPPORT FOR STRATEGIC PLANNING FOR AND COORDINATION OF UNCT PARTNERSHIPS: • Support the development and implementation of the UNCT Partnership and Financing Strategy, aligned with the UNSDCF and the Government's National Development Plan (PNSD). • Conduct mapping and analysis of partnership opportunities, including bilateral and multilateral donors, IFIs, foundations, and the private sector, with a focus on innovative financing and SDG investment. • Monitors and assesses the strategy at regular intervals to harness new emerging opportunities, to identify probable changes to the internal direction and external environment, and to make mid-term adjustments. • Support the follow-up on the UN Funding Compact indicators at the country level and ensure data collection and reporting on key metrics. • Provides substantive support to the Resident Coordinator (RC) and the UNCT in identifying risks and opportunities related to specific partnerships and suggests mitigation measures as relevant. • Prepares inputs on due diligence processes of potential investment and partnership opportunities, in accordance with UN regulations and procedures. • Provides substantive support to RC/UNCT to develop and implement locally tailored partnerships and resource mobilization strategies and initiatives. • Contributes to dialogues with partners to improve development assistance policies and practice. • Assists in liaison and coordination with UN entities at country, regional and HQ levels, to help package and define UN business strategies, including differentiated value propositions to attract partners, both traditional and non-traditional. 2.PARTICIPATES IN JOINT RESOURCE MOBILIZATION FOR THE UNSDCF: • Provides substantive support to the RC/UNCT to develop and implement locally tailored resource mobilization strategies and initiatives and identify appropriate data and benchmarks to measure progress and success. • Assist in developing and monitoring a comprehensive joint resource mobilization plan for the UNSDCF. • Monitors and analyzes existing resource mobilization partnerships and relationships, including those with high net worth. • Support the design and coordination of multi-partner funding proposals (e.g., SDG Fund, Joint Programmes, Peacebuilding Fund, Green Climate Fund). • Contributes to the design, formulation, implementation, monitoring and reporting of joint programmesand programming processes for use in joint resource mobilization. • Assists in the production and distribution of marketing materials to raise awareness about opportunities for working with the UN on SDG investment. • Contributes to building the UN brand via events, media and public relations opportunities targeted to diverse partners, in close collaboration with the UN Communications Group. 3.PROVIDES SUBSTANTIVE SUPPORT ON FINANCING FOR ACCELERATING THE ACHIEVEMENT OF THE SDGS, AS DIRECTED: • Provides substantive support on financing for development options, instruments, modalities to the RC/UNCT, in alignment with the Common Country Analysis (CCA), UNSDCF, MAPS (Mainstreaming, Acceleration and Policy Support) and similar processes. • Analyzes trends and provides substantive support on new and innovative financing mechanisms for development and SDG acceleration. Contribute to the operationalization of the DRC Integrated National Financing Framework (INFF), ensuring close coordination with the Ministry of Planning and Ministry of Finance. • Provides inputs for briefing papers and discussion points on issues related to financing for development for consideration by RC/UNCT. • Assists in engaging with external stakeholders - including the national government, international financial institutions and others - on financing for SDG acceleration. • Contributes to the design and execution of innovative proposals to strengthen the UNCT engagement and reputation, and to generate greater financial resources in support of the SDGs. • Assists in the establishment and management of the country-based SDG Fund, in close collaboration with Multi-Partner Trust Fund Office (where relevant). 4.SUPPORTS KNOWLEDGE MANAGEMENT AND CAPACITY DEVELOPMENT: • Assists in the development, maintenance and sharing of knowledge and intelligence, to inform and position the RC/UNCT to effectively generate and harness opportunities to meet its resource mobilization targets. • Contributes to knowledge networks and communities of practice at national, regional and global levels. • Undertakes activities to strengthen the capacity of UNCTs to mainstream and promote SDG investment partnerships. • Provides substantive support for the discovery, evaluation and selection of partnership opportunities at the sourcing and origination stages. 5.OTHERS: • Contributes to the collection and analysis of data and identification of trends or patterns and provides draft insights through graphs, charts, tables and reports using data visualization methods for data driven planning, decision-making, presentation and reporting. • Documents requirements and background information used for data analysis. • Performs other relevant duties as assigned CompetenciesPROFESSIONALISM: Knowledge and understanding of sustainable development theories, concepts and approaches. EducationAdvanced university degree (Master's degree or equivalent degree) in business or public administration, sustainable development, social sciences, education or related area, is required. A first level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree. Work ExperienceA minimum of two (2) years of progressively responsible experience in providing strategic support to partnerships, project/programme management, resource mobilization or development finance in the context of development cooperation or related area is required. Experience in preparing project or programme proposals is required. Experience in supporting Development Financing of SDGs is desirable. Experience in developing and implementing partnership and financing mechanisms (e.g. blended finance, catalytic capital), and or resources mobilization strategies is desirable. Experience in supporting knowledge management for partnerships is desirable. One (1) year or more of experience in data analytics or related area is desirable.
