Org. Setting and Reporting

This position is located in the Evaluation and Communications Research Unit, Office of the Under-Secretary-General, Department of Global Communications. The Evaluation and Communications Research Unit (ECRU) is mandated to provide the central evaluation function for the Department for the purpose of accountability and organizational learning. The incumbent reports to the Head of the Evaluation and Communications Research Unit.

The position is temporarily available for an initial period of six months, with the possibility of extension. Responsibilities

Within delegated authority, the Associate Programme Officer will be responsible for the following duties:

โ€ข Works with key clients to facilitate the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyzes specific aspects of programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and recommends corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
โ€ข Provides substantive support for insights reporting and evaluation functions, including the review and analysis of emerging issues and trends, participation in evaluations or research activities and studies.
โ€ข Participates in social and traditional media analysis, including content analysis.
โ€ข Provides support to the implementation of the SGโ€™s Data Strategy, including capacity development around data storytelling, data literacy and data analytics.
โ€ข Participates in survey initiatives; assists with design of data collection tools; issues data collection tools, reviews, analyzes and interprets responses, identifies problems/issues and prepares preliminary conclusions.
โ€ข Carries out basic research on selected aspects of programmes, operations and other activities, etc., to include collecting, analyzing and presenting statistical data and other information gathered from diverse sources.
โ€ข Contributes to the preparation of various written outputs, e.g. insights reports, draft background papers, analytical notes, sections of reports and studies, inputs to publications, etc.
โ€ข Undertakes outreach activities; participates in the development of training workshops, seminars, etc.; participates in and makes presentations on assigned topics/activities.
โ€ข Coordinates activities related to the programmatic aspects of the budget and preparation of related documents/reports, including the SMA modules of Umoja.
โ€ข Provides administrative and substantive support to the work of the Unit including recruitment, procurement and other administrative processes.
โ€ข Performs other duties as required. Competencies

A first-level university degree in business administration, management, communications or a related field. (Candidates for this position must have passed the United Nations National Competitive Recruitment Examination (NCRE) or the G to P Examination. No examination is required for candidates in peacekeeping missions.)

Work Experience

A minimum of two years of progressively responsible experience in communications, evaluation or related area is required.

Experience with Microsoft Power BI, Tableau, OpenRefine or similar data analysis tools is required.

Experience with traditional and social media analysis desirable. Languages

Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage. Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview. Special Notice
