Associate Human Resources Officer

Organizational Setting and Work Relationships
The Associate Human Resources Officer supports the UNHCRยฟs People Strategy and contributes to the implementation of the 2018 independent Human Resources review, which resulted in the establishment of HR strategic priorities and the reconfiguration and transformation of the Division of Human Resources (DHR) from a largely transactional model into a strategic business partner for field operations and senior management. Having the right people in the right place at the right time is at the core of enabling UNHCR to protect and respond to persons of concern. The Associate Human Resources Officer provides support and assistance in the areas of operational support, workforce planning, assignments and talent acquisition, organizational cultural changes, HR policy implementation and duty of care. The incumbent maintains employee confidence and protects the organization and its workforce by keeping human resources information confidential.

The Associate Human Resources Officer is usually supervised by the HR Officer or Senior HR Officer or Head of Office in a Country Operation, or the most senior HR staff in a Regional Bureau. She/he usually supervises HR General Service staff.

The incumbent maintains a direct working relationship with a number of units within the Division of Human Resources (DHR). The incumbent also works closely with the Senior HR Partner, the Senior Medical Officer and the Senior Staff counsellor for his/her region.

Duties
Workforce Operational Support:
- Assist in implementation of HR initiatives that support organizational culture change such as good people management practices, and promoting gender, inclusion and diversity.
- Implement HR operational activities to ensure timely provision of HR solutions, prioritizing according to the needs and risks.
- Contribute to the development of a HR customer service-oriented culture that values proactivity, continuous improvement, innovation and high performance.
- Provide support, guidance and trainings to HR staff.
Assignments and Talent Acquisition:
- Coordinate the process of recruitment, assignment and reassignment of locally-recruited staff and affiliate workforce, also assisting with set up and running of (Regional) Assignments Committee where relevant.
- Assist in organizing outreach campaigns to attract diverse applicants. Ensure proper consideration is given to all applicants without distinction on the grounds of race, color, sex, national origin, age, religion, disability, sexual orientation and gender identity.
- Analyse, track and report on recruitment and assignments trends for management, including efforts to reach gender parity.
- Take a proactive approach to risk management in the areas of recruitment, ensuring the issues are identified, addressed and reported and, where appropriate, escalated.
Advice to managers and staff, and contribution to an inclusive work environment:
- Build dialog and outreach with staff; answer questions, and provide information to staff as to where to go for help or ask questions.
- Be proactive in identifying issues, themes and patterns affecting the workforceยฟs health and welfare, including sexual harassment and abuse of authority.
- Ensure that on-boarding, induction, re-integration into the workplace and off-boarding support, is provided to colleagues. Induction programmes should include information on Protection from Sexual Exploitation and Abuse (PSEA) and Sexual Harassment, Code of Conduct as well as workforceยฟs rights and obligations.
HR policies and inter-agency:
- Enforce compliance with UNHCRยฟs Human Resources policies and procedures and the UN staff rules, regulations and UNHCR administrative instructions.
- Participate in the ICSC survey on living conditions and classification of duty stations as well as in the UN Country Team local staff salary survey and other local inter-agency HR-related fora and initiatives.
Duty of Care:
- Contribute to establishing and maintaining a medical evacuation plan with senior management, Field safety and the Senior Medical Officer.
- Assist in the security and medical evacuations of UNHCR personnel.
- Support the implementation of a Duty of Care strategy. Identify and assess issues related to duty of care including physical, mental health and safety of UNHCRยฟs workforce, promoting workforce balance.
For positions in Regional Bureaux only:
In the absence of a Senior Talent Development Officer in the Bureau:
- Contribute to the implementation of a talent development strategy for UNHCR workforce in the region, in line with UNHCRยฟs needs and staff membersยฟ career planning.
- Contribute to the implementation of a talent sourcing and acquisition plan to identify talent mainly among but not limited to national staff and affiliate workforce in the region.
- Perform other related duties as required.

Occupational Safety and Health Considerations:

The general security situation in Ankara remains calm and stable, with security level assessed as 1 (Minimal) in line with the general threat assessment. There have been no serious security incidents recorded in Ankara since 2016. The Turkish security forces are trained, well-resourced and effective. Although thefts and burglaries have been reported in Ankara from time to time, the crime rate is assessed as low and Residential Security Measures (RSMs) do not apply in Ankara. The UN is not considered as a direct target, although the situation can change rapidly due to regional and/or international developments. Civil unrest and protest demonstrations occur in parts of Ankara, against different socio-political and socio-economic issues and likely to continue in the foreseeable future,. Hazard incidents including road traffic crashes, extreme weather conditions, and occasional stray dog bites remain a concern for the safety of staff. UNHCR security management is guided by the UN Common Security Management System and security advisories are shared with staff as and when required.

Nature of Position:

The Human Resources (HR) team in Turkey consists of 12 positions, including the Associate HR Officer. This Senior position holds significant responsibility within the team, directly managing two G6 positions. The incumbent of this role plays a vital role in crucial HR processes such as LAC submission and organization, MIP processes, and ensuring adherence to all HR policies. Effective management and coaching of staff are essential aspects of this function.

The primary responsibility is to oversee and manage all local vacancies within the UNHCR Turkey operation. This includes coordinating the HR team, addressing urgent issues, and providing daily guidance on policies. Additionally, counseling staff on various HR matters, such as their rights, obligations, benefits, entitlements, ARC, pension, hire/separation, P35, briefing new staff, and managing leave of absence.

Efficient customer service delivery remains a priority, ensuring prompt and satisfactory responses to inquiries and requests. Liaison with headquarters (HQ) is necessary for matters concerning local personnel administration. One crucial aspect of the role is to ensure timely contract extensions each month and proper contract administration by the local HR staff.

As the focal point for P35 approval and final settlement, it is essential to process P35s accurately and within the set timelines. This involves providing HQ with all the necessary supporting documents. Additionally, the role involves supervising and supporting HR Assistants in recruitment and the administration of local personnel. Conducting quality checks on their Workday/HR entries is also part of the role's responsibilities.

Guidance is provided to the local HR staff on all aspects of local staff administration and general administration. Supervising the entire team in local administration and MIP administration are crucial tasks. Continuous support is provided to team members throughout their daily tasks to ensure efficient operations. Assist and support the Human Resources Officer (HRO) in tasks related to both local and international staff administration, including budget review, performance administration, and decision making. Act as a substitute for the HR Officer and Senior HRO during their absence and offer guidance and, if necessary, mentorship to both local and international staff members regarding all aspects of local staff HR administration, including AWF and recruitment.

Living and Working Conditions:

UNHCR in Turkey operates through a branch office in Ankara with three field offices in Gaziantep, Istanbul and Van, as well as three field units in Izmir, Hatay and Sanliurfa. The total number of staff in the operation is 410 around 80-20% local-international staff ratio respectively, as well as around 7% of affiliated staff.

Climate in Ankara: Ankara has a continental climate with cold, snowy winters due to its elevation and inland location, and hot, dry summers. Rainfall occurs mostly during the spring and fall. Because of Ankaraโ€™s high altitude and its dry summers, nightly temperatures in the summer months are pleasantly cool. July and August tend to see the highest temperatures, exceeding 30ยฐC / 86ยฐF. Light cotton clothing is recommended for summer and light jackets may be needed for cool summer nights. For winter, warm clothes, coats and boots are recommended. Particularly the central areas of the big cities in Turkey are not very different from any other Western city. There is a good choice of hotels in Ankara and Istanbul but the choice is somewhat limited in many other parts of the country, except for summer resorts. The prices of hotels are subject to continuous changes due to domestic inflation and changes in the value of the Turkish Lira on foreign exchange markets. The usual practice for renting an apartment is to consult real-estate agents or advertisements in the local English language newspaper. Single houses with surrounding gardens are very scarce in Ankara. When available, they are generally more expensive than apartments. Therefore, most international personnel live in apartments. New arrivals are usually able to find an apartment in about a month of arrival. The main cities have a number of hospitals where well-trained specialists and surgeons in all branches of medicine can easily be found. Prescribed medicines are not always available in the hospital and may need to be purchased from a pharmacy. Private clinics are generally well equipped and offer services of an acceptable quality. There are also private hospitals of top international standards in Ankara and Istanbul. The number of this type of hospitals is increasing day by day. Laboratory tests are available both in these hospitals and in established private laboratories. There are only a few schools in Turkey that cater to foreign residents. These range from kindergarten through primary to high school level. Courses are in one or more foreign language although some subjects are taught in Turkish in some schools. The American, British, French, and Pakistan Embassies sponsor their own private schools in Ankara.
