Work LocationHome-based Expected duration1 Jan โ€“ 30 Jun 2025 Duties and ResponsibilitiesOrganization Setting and Reporting Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG), UNDRR has over 150 staff located in its headquarters in Geneva, Switzerland, and in regional offices. Specifically, UNDRR guides, monitors, analyses and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, supports regional and national implementation of the Framework and catalyzes action and increases global awareness to reduce disaster risk working with U.N. Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community. Incumbent will report to the Head of the UNDRR Bonn Office. Duties and Responsibilities UNDRR plays a pivotal role in supporting the global monitoring of the Sendai Framework for Disaster Risk Reduction 2015โ€“2030, particularly through the collection and analysis of disaster-related statistics. To enable this, UNDRR launched the Sendai Framework Monitoring (SFM) System, a web-based platform where Member States report their progress toward the Sendai Frameworkโ€™s seven global targets. As of 2024, 160 countries are using the system to submit critical data. In addition to the Sendai Framework, UNDRR has been advancing disaster loss accounting for over a decade, with disaster loss data now available for 120 countries. UNDRR supports Member States in systematically recording, analyzing, and reporting disaster trends and impacts through the DesInventar disaster inventory system, which is now integrated with the SFM platform. To further these efforts, UNDRR is developing the Hazardous Events and Disaster Losses and Damages Tracking System (DTS)โ€”a system built on global statistical standards to help countries enhance their disaster data ownership, enabled sub nationally and sector disaggregated tracking of disaster impacts across sector and improve insights into risks and impacts. The Associate Consultant's duties and responsibilities will include the following: Sendai Framework Monitoring: โ€ข Assist in data quality control, cleaning, and statistical analysis of SFM and DesInventar data for various global reports, including contributions to the SDG Global Database. โ€ข Provide technical support for analyzing data related to the Sendai Framework Targets Aโ€“G and SDG 1.5, 11.5, and 13.1, contributing to reports such as the Secretary-Generalโ€™s Report on Sendai Framework Implementation and the 2024 Global Status of Early Warning Systems Report. โ€ข Support capacity-building initiatives aimed at improving Member States' capabilities in data entry, data validation, and statistical analysis within the SFM system, ensuring alignment with international statistical practices. Disaster Tracking System: โ€ข Contribute to the methodological and technical development of the Disaster Losses and Damages Tracking System (DTS) by integrating lessons learned from DesInventar and ensuring compatibility with international statistical standards. โ€ข Provide guidance on the migration and conversion of historical disaster data from legacy systems (including country-specific beyond Desinventar) to DTS, ensuring that data meets quality standards and is comparable across systems. โ€ข Advise on the integration of SFM and DTS with other complementary risk information, geographic and statistical information systems used by Member States and global partners to ensure data interoperability and harmonization. โ€ข Assist in preparing metadata documentation and contributing to the development of statistical standards for NEL (Non-Economic Losses) within the disaster tracking system. General Statistical Support and Analysis: โ€ข Support UNDRRโ€™s contribution to the SDG Global Indicator Framework, focusing on disaster risk-related SDG indicators such as 1.5.2, 11.5.2, and 13.1.2, ensuring accurate data reporting and alignment with the 2030 Agenda for Sustainable Development. โ€ข Conduct data analysis to track progress on disaster-related SDGs, identifying trends, gaps, and insights that can inform policy recommendations and risk reduction strategies. โ€ข Provide statistical support across various UNDRR projects, including data collection, processing, and analysis of disaster-related datasets to produce actionable insights for disaster risk reduction (DRR) and sustainable development. โ€ข Develop data visualizations, charts, and reports that communicate complex statistical findings to diverse audiences, including policymakers, researchers, and practitioners. โ€ข Support the preparation of analytical papers and statistical briefs that summarize key findings from disaster losses and damages data and SDG-related metrics, enhancing UNDRRโ€™s knowledge base. Qualifications/special skillsAdvanced University degree in systems engineering, information science, computer science, management information systems or related area is required. A first-level university degree in combination with a minimum of 2 years additional qualifying experience may be accepted in lieu of the advanced university degree. A minimum of 4 years of progressive work experience in disaster data and systems management is required. Experience in provision of technical support, of monitoring information or similar systems is required. Experience with the UN system or any other similar international or regional organizations is desirable. Experience with the Sendai Framework and its monitoring system, its metadata, the DesInventar systems, and the loss and damage data methodology is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required.
