OVERVIEW OF THE FUNCTIONS OF THE POST

Under the overall authority of the Director for Communications and Public Engagement (CPE), and the direct supervision of the Senior Communication Officer (Lead, Strategic Planning Team and Crisis Cell),The incumbent coordinates the Divisionโ€™s teams on technical, financial, and administrative matters, particularly in budget, procurement, risk management, and HR, to support the effective delivery of communication and public engagement initiatives in UNESCO.

Within this context, the incumbent will contribute to the elaboration of UNESCO's strategic objectives and assist in effective programme development and implementation, ensuring alignment with organizational goals and priorities.

Long Description

1. Coordination and Planning

Assist with the overall management and planning of the CPE Division communication activities. Actively facilitate the collection of inputs and contributions from Sectors and Divisions across the Organization, and lead the preparation of briefings and internal coordination between the CPE Units to enhance the operational efficiency and prepare quality decision making. Provide support in organizing events, meetings and initiatives by facilitating communication and collaboration between Units (Press, Digital Content, Partnerships, Publications) to ensure cohesive operations. Monitor deadlines and follow up on scheduled activities, ensuring timely completion of inputs, tasks, and contributions. Coordinate the technical and administrative work, ensuring the efficient delivery of contracts and services in support of the teams' activities.

2. Administrative and Financial Support

Organize and facilitate the administrative work of the office, supervising junior administrative assistants, verifying that the work is done in accordance with corporate standards and within established deadlines; monitor work progress and cases of priority and concern to the Director. Provide management and administrative support for the Division's budget, procurement and other Division-wide contracts, including temporary staff, LTA, and Service Contracts. Assist in establishing and revising RP workplans and extrabudgetary funds, and monitor expenditures on both sources of funds, data input and file preparation related to the funding sources. Ensure full compliance of processes in liaison with relevant entities (e.g. ADM / BFM / PRO / OPS ). Provide support in human resources and budget coordination, as concerns Heads of relevant teams, in close coordination with the Bureau of Human Resources Management (HRM). Facilitate the flow of information and knowledge between Headquarters and Field Offices, promoting improved communication and knowledge sharing.

3. Monitoring and Evaluation

Bring together and coordinate information and data from all entities on corporate results and impact of communciation initiatives. Provide documentation and analysis on issues related to the monitoring and implementation of UNESCO's communication. Contribute to data analysis for decision-making and provide updated information about relevant trends, best practices, and innovations in communication to support the strategic planning. Support CPE Division in monitoring the impact of communication initiatives. Track and analyze the implementation of communication strategies, ensuring alignment with organizational goals. Provide strategic guidance and quality assurance for briefings, reports, and documents related to communication impact, optimizing resource allocation. Contribute to strategic and programming documents (C/4 and C/5), statutory reports, meeting minutes, and other analytical reports on issues related to UNESCO Field Network

4. Internal Communications

As a unique focal point and key source of information among different CPE entities, the incumbent plays a major role in the circulation of information, and contributes to foster a common organizational culture, sharing common knowledge of activities led at CPE level at Headquarters and in the field.

5. Content Management and Technical Support

Provide punctual technical assistance on the websites and social media channels, notably, by updating contents (texts, translations and illustrations) whenever needed.

REQUIRED QUALIFICATIONS

Education

Advanced university degree (Masterโ€™s degree or equivalent) in the field of communication, public administration, international relations, languages or related fields. A first level university degree in combination with two years of qualifying experience may be accepted in lieu of an advanced university degree.

Work Experience

A minimum of two years of professional experience in the field of communication, of which preferably 1 year acquired at international level. Proven experience in planning, organizing and coordinating communication activities, project management, or administrative support.

Knowledge of other official UNESCO languages (Arabic, Chinese, Russian or Spanish).

UNESCOโ€™s salaries consist of a basic salary and other benefits which may include if applicable: 30 days annual leave, family allowance, medical insurance, pension plan etc.

The approximate annual starting salary for this post is 68, 555.82 US $.
