Standard Job DescriptionAssistant Durable Solutions Officer Organizational Setting and Work Relationships The Assistant Durable Solutions Officer can serve as a focal point for solutions related issues in a region, and reports to a more senior Protection, Resettlement or Durable Solutions staff. The incumbent may have supervisory responsibility for durable solutions staff. The incumbent is relied upon to ensure the implementation of a durable solutions strategy, and to contribute to ensuring a conducive environment leading towards finding durable solutions. S/he works closely with protection and programme staff. Fostering an environment to enhance partnerships is a critical element of the work, as are activities designed to strength the involvement of refugee communities and their hosts in the design and implementation of solutions strategies. All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR¿s core values of professionalism, integrity and respect for diversity. Duties - Provide counselling to refugees and other persons of concern (POC) to identify the most appropriate durable solution and to enable them to make a well-informed decision. - Interview candidates for voluntary repatriation and prepare documentation for their return. - Interview and prepare Resettlement Referral Forms (RRF), in line with Resettlement SOPs. - Interview candidates for local integration and prepare the appropriate documentation for onward submission to local authorities or partners. - Assist in updating the electronic database for resettlement, voluntary repatriation and local integration, in line with Standard Operating Procedures. - Process documentation to ensure that POC receive the documents required for their durable solutions in a timely manner. - Prepare statistical and ad-hoc reports to ensure accurate information is available and shared with relevant offices and partners. - Interview and advise on the appropriate durable solution to be provided to POC. Prepare documents relating to durable solutions. - Enter information into available database, in line with SOPs. - Perform other related duties as required. Minimum Qualifications Education & Professional Work Experience Years of Experience / Degree Level For P1/NOA - 1 year relevant experience with Undergraduate degree; or no experience with Graduate degree; or no experience with Doctorate degree Field(s) of Education Political Science; Social Science; Law; International Relations; or other relevant field. Desired Candidate Profile The full-scale invasion of Ukraine on 24 February 2022 has had considerable impacts on the Ukrainian economy overall, as well as on enterprises and workers. Many businesses from the most affected areas have relocated to western Ukraine or abroad, or have partially or completely ceased operations, negatively impacting workers.

Access to employment is highlighted as a main challenge for UNHCR’s persons of concern of all profiles. While most unemployed IDPs and war affected persons are willing to work and are actively searching, economic decline and unemployment have led to increased competition and lower salaries.

While most IDPs in Ukraine hope to return home when critical barriers to return have been addressed, this option is currently not feasible for many due to ongoing hostilities in areas of origin and the scale of destruction of housing and basic infrastructure.

Addressing challenges to access employment will not only facilitate local integration but will also mitigate the risk that such challenges become a push factor for return to unsafe and undignified conditions, or for onward movement across borders to seek international protection.

While UNHCR will not address all challenges IDPs face in Ukraine to access employment and other sources of income, there are opportunities for UNHCR to complement existing services and directly support IDPs, as well as to build on UNHCR’s comparative advantages to create a catalytic positive impact on the search for solutions for its persons of concern. Improving livelihoods and self-reliance through economic inclusion is a key component of UNHCR’s mandate to achieve protection and solutions outcomes for persons of concern.

UNHCR Ukraine developed a livelihoods strategy that aims to provide guidance on the role of UNHCR in livelihoods and economic inclusion programming for Internally Displaced Persons (IDPs) and other persons of concern in Ukraine in line with UNHCR’s Livelihoods and Economic Inclusion Global Strategy Concept Note.

While contributing to the overall objectives of UNHCR Ukraine to seek durable solutions for its persons of concern, the main task of the Assistant Durable Solutions Officer is to support UNHCR with further developing, implementing and up-scaling the Livelihoods Strategy and working together with local authorities, private sector and other stakeholders with the aim to ensure that displaced and war-affected communities have access to livelihoods opportunities. The Assistant Durable Solutions Officer will work in the Country Office and support field offices with the implementation of the Livelihoods Strategy and developing strategic partnerships.

The successful candidate must have fluency in English and Ukrainian languages, both written and oral at least at C1 level, and has preferably experience with developing and implementing livelihoods and business programs in the humanitarian, development or private sector. The successful candidate has preferably a background in economics or business development.
