Background/Context
ย After the escalation in armed conflict in February 2022, NRC established a North Area and began project operations in Kyivska and Chernihivska Oblasts from June 2022. The Area has scaled up to near full operational capacity and is implementing project activities in the Core Competencies (CC) of Shelter & Wash, Information Counselling and Legal Assistance (ICLA), Protection from Violence, and Education. In 2024, the North Area will focus on implementing its recently developed Durable Solutions Roadmap, including adopting a Hromada-based integrated programming approach, expanding operations into Sumska Oblast, exploring and strengthening local partnerships, preparing area level readiness to emergency response, and scaling up area level Multi-Purpose Cash Assistance (MPCA).
ย The Area Programme Manager (APM) is responsible for achieving quality programme outputs in the North Area by leading effective project management processes across the operations. The APM will contribute to supporting a culture of accountability and high performance in the area.
Responsibilitiesย
Line management for CC Project Managers and M&Eย 2. Compliance with and adherence to NRC policies, guidance, and proceduresย 3. Provide area specific input on Area Strategy, CC Strategies, Country Strategy, and Balance Scorecardย 4. Responsible for ensuring programme support, coordination, and technical quality in the areaย 5. Lead on grant management and project cycle management in the areaย 6. Identify funding opportunities and develop funding strategy and forecasts in the areaย 7. Ensure optimal use of resources within the allocated project budgets and CC strategiesย 8. Ensure that capacity building is provided to programme staff in the areaย 9. Member of the Area Management Team (AMT)ย Promote the rights of IDPs/returnees in line with the advocacy strategyย
Generic Professional Competencies
Minimum Bachelorโs degree in relevant field, Post-Graduate Degree (preferred)ย Minimum 3 years of experience from working as a Senior Project Manager or Grants Manager with an International Humanitarian Organisationย Previous experience from working in complex and volatile contextsย Documented results related to the positionโs responsibilitiesย Knowledge about own leadership skills/profileย Fluency in English, both written and verbalย
Context /Specific Skills, Knowledge and Expertise
Knowledge of the humanitarian recovery context in northern Ukraineย Experience in humanitarian coordination, negotiations, and accessย Experience with start-up/scale-up of humanitarian recovery operationsย Experience in implementing durable solutions programmesย Experience in implementing and managing cash-based interventions and market based programmesย Experience working with humanitarian and development donorsย
