Context
NRC has been present in Nigeria since 2015 and has been working to help displacement affected communities meet their basic needs, improve their livelihoods, access essential services, and enhance their resilience to future shocks through our six core competencies: Water, Sanitation and Hygiene (WASH), Shelter, Education, Information-Counselling and Legal Assistance (ICLA), Livelihoods and Food Security (LFS), Camp Management, and Protection from Violence. NRC provides immediate assistance during the onset of emergencies through the rapid response mechanism (RRM) focused on cash assistance.ย In Nigeria, we are also piloting and refining several approaches to local partnership, through which we are helping local civil society reach hundreds of thousands of people annually. NRC has also been a key advocate for displaced in the country, and a key stakeholder in efforts on durable solutions. With a workforce of approximately 250 staff and presence in key locations such as Maiduguri (in Borno State), Yola (in Adamawa state) and Jos (in Plateau state), NRC can respond to the needs of those affected by the conflict across Northeast and North-Central directly, and across the country via our partners. ย
NRC has been impacted by the recent changes in US foreign policy and suspensions of USAID programs, but we continue to implement activities in partnership with our Scandinavian and European donor agencies and we are continuing to implement life-saving activities under resumed USAID programming. As a result of reduced funding however, NRC is now in the process of consolidating its Area Office North (Borno) and its Area Office South (Adamawa) into one Area Office Northeast, with programs and partnerships across both states under a unified area management structure. The new Area Manager for the Northeast will be responsible for overseeing the merger of our programs and teams in the area and will serve as the key advocate for the future our program and relationships locally across the area.
What you will do:
Represent the NRC to all appropriate authorities and in all official work in Borno and Adamawa States, NigeriaCoordinate all area level programme and operational activitiesLead the area grants management (GOM, GR and GEM) with the coordination and technical support of the GMEnsure legally binding financial contracts and payments at area level are made as per the threshold limit stipulated on the authorization tableEnsure quality documentation of all NRC activities at area levelUndertake Official correspondence at area levelThrough close monitoring of the context, develop approaches and activities ensuring promotion of the Do No Harm principleFeed into the design of, and oversee the management of, all future merger and change management processes in the areaEstablish a good working environment based on the NRC valuesย Conduct regular field missions to monitor project implementationย Identify, initiate and follow up on advocacy issues at area level in close coordination with the Country Management Group and Country DirectorEnsure support functions are managed according to NRC policiesIn collaboration with the HSS Manager, ensure that the Security Plan for the area is updated regularlyReport to the Country Director any violations of NRCโs Personnel policies and Code of Conduct, and support investigations into violations as requested/tasked by the CD or Global Integrity DepartmentEnsure that NRC staff adheres to NRCยดs security rules and guidelinesWhat we are looking for:
Minimum 5 years of experience in a senior management level position in a humanitarian/recovery contextExperience from working in complex and volatile contextsTechnical expertise in humanitarian programmes and support operation is required, experience with successful advocacy and fundraising an advantage.Documented results related to the positionโs responsibilitiesKnowledge on own leadership skills/profileย Fluency in English, both written and verbal, is required. Knowledge of Hausa is an advantage.Context/ Specific skills, knowledge and experience:ย
