Established in 2011, the Norwegian Refugee Council office in Ethiopia works to ensure that displaced populations in need of humanitarian assistance are included in emergency, durable solutions, and resilience-based programming through provisions of Shelter, NFI, WASH, food, and education services. The Ethiopia programme has field operations in Assosa, Jigjiga, Shire and a humanitarian project in Addis Ababa. NRC works to improve the protection and living conditions of refugees, host communities, internally displaced persons, and youth at risk of irregular migration.

Ethiopia is perhaps the most critical humanitarian context in East Africa.ย  For decades, Ethiopia has hosted hundreds of thousands of refugees from neighbouring countries.ย  It has a significant and fluctuating population of climate and conflict IDPs (Internally Displaced People), it is subject to worsening cycles of climate crisis and recent conflict in critical regions in the north of the country has led to multiple severe and complex humanitarian crises.ย 

ย To achieve the required results, NRC Ethiopia works with government, UN agencies and local institutions.ย  In delivering its humanitarian and recovery responses NRCโ€™s Ethiopia programme has built a growing reputation for developing new approaches to achieve greater impact.ย  Following a freeze in operations in the second half of 2021, the Ethiopia programme is currently re-establishing its structures and portfolio with the intention of maintaining a significant, long-term role in the countryโ€™s humanitarian response.ย ย 

We are seeking to recruit an experienced leader to lead NRC response in Tigray, to steer the expanding programmes requiring quality and stronger management. Your purpose as the Area Manager is to ensure high quality and cost-effective programme/project implementation within the designated geographical areas.ย 

Specific responsibilities:ย 

Development of strategies, concept papers and situation analysis Develop close cooperation with the target group and local authoritiesย  Planning of programme/project assessments and evaluations Ensure quality implementation of projects, and regular follow ups and quality control points and reports, as well as optimal use of financial resourcesย  Ensure that all NRC systems for programme administration and financial management are implemented and adhered toย  Ensure that systems for monitoring programme/project activities are developed and implementedย  Coordinating NRC programme activities with national authorities, United Nations agencies and other national and international agencies/organizations

Generic Professional competencies:

Minimum first level university degree in relevant and related field Minimum 5 years of experience as a Senior Project Manager in a humanitarian/ recovery contextย  Previous experience from working in complex and volatile contexts Documented results related to the positionโ€™s responsibilities Knowledge about own leadership skills/profile Fluency in English, both written and verbal

Context specific knowledge and skills:ย 

Experience working with displacement-affected populations Experience with a range of donors, with specific experience and knowledge of ECHO, Pooled funds, UNICEF and other major donors. Experience in organizational representation, coordination, and liaison, dealing with institutional actors and government authorities Proven experience in management of multi-cultural teams Minimum 3 years International experience Experience working in Tigray is preferred
