Collaborate with internal and external stakeholders to analyse training requirements, design and develop trainings, (e.g. manuals, guidelines and learning tools such as e-learning) as required and deliver relevant training to operational staff, on-the-job instructors and competency assessors, including internal and external stakeholders. Support, in coordination with internal partners, the competency exercises (spot checks, peer-to-peer, simulations, etc.) carried out by operational staff and maintain the competency scheme, including reviewing and updating of the question bank for computer-based training. Monitor and review training, assess existing training practices and propose modifications to enhance course participant satisfaction and continuously improve learning outcomes. Provide guidance, coaching, and follow-up for internal (e.g. Network Management Operational Centre (NMOC)) and external stakeholders (e.g. ANSP), ensuring validation of their progress and focusing on cost-efficient solutions while enhancing learning outcomes. Acquire expertise in new training areas, explore new emerging domains and actively contribute to innovations. Operate in an ISO certified environment and proactively explore ways and means to increase customer satisfaction. Carry out any other task in line with the main purpose of the job.

Required qualifications, experience & competencies

Completion of third level studies in a relevant field meeting EQF Level 7 and a minimum of 3 years relevant professional experience or completion of third level studies in a relevant field meeting EQF Level 6 and a minimum of 4 years relevant professional experience or professional training (e.g. ATCO) of an equivalent level and a minimum of 3 years relevant professional experience.
European Qualifications Framework (EQF) Internal candidates can check on the intranet to see what level of in-house experience is considered equivalent to educational qualifications where appropriate. Experience in delivering training tailored to diverse audiences. Experience in the design and delivery of innovative learning solutions, training techniques and assessment methods. Experience in concepts and implementation of Aeronautical Information Management (AIM). Proficiency in operating European AIS Database (EAD). Pedagogical skills and impactful presentation style. Ability to motivate and engage with diverse audiences. Commitment and motivation to acquire and/or develop expertise. Understanding of an ISO managed organisation. Communication: You adapt your communication to different situations and audiences. Customer focus: You adapt services to respond to customer needs. Analytical thinking: You analyse information and are able to identify relationships. Teamwork: You foster teamwork. Ability to work in a multinational and multicultural environment. Professional conduct in line with the corporate behaviours of the Agency, i.e. result-driven, readiness to change, customer focus, integrity and team-player approach. The working languages of the Agency are English and French. For this particular job, candidates must be proficient users of English at level C2 (oral/written). Candidates will be required to become basic users of French at level A1 before the end of the probation period.
The levels relate to the European-framework-reference Common European Framework of References for languages (CEFR).

The selected candidate will be offered a contract for a duration of 5 Year(s) in accordance with the provisions of the Staff Regulations governing officials at EUROCONTROL. This contract may be renewed for a total duration of up to nine (9) years, or it may be converted into an undetermined contract. If selected, the person will keep their current type of appointment duration (undetermined or determined).
The internal staff member with a determined contract will be offered, in principle, an appointment for 5 Year(s) with a maximum total duration of 9 years. The successful candidate shall be appointed at the grade set out in this vacancy notice, or if a group of grades has been published for a job level, in principle at the basic grade of the published job level. Candidates declared suitable who are not selected for the post will be placed on a reserve list for similar roles. The reserve list will be valid for one year from the closing date of applications.
