    SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in 26 countries, the SI teams โ€“ 3200 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers - intervene with professionalism and commitment while respecting cultural norms.

    About the mission

    SOLIDARITร‰S INTERNATIONAL has resumed its programs in Afghanistan in December 2021 and has initially established a presence in Bamyan, Kapisa, Wardak and Kabul provinces. As of today, activities are implemented in Bamyan, Nimroz and Farah provinces. Operational bases are in Zaranj (capital of Nimroz Province), Farah and Bamyan, capital of Bamyan Province.
    Following a scale up over the course of 2023, the team is now made of 130 national and 10 international employees with an annual budget of around 5,5 M EUR. SI currently implements integrated FSL and WASH programs.

    There are currently 3 grants under implementation:

  • BHA: in Bamyan and Nimroz, focusing on WASH and FSL; this project is in consortium (Mercy Corps and MEDAIR), MEDAIR being the lead). one top up under finalization.
ECHO: currently a top up focusing only in Nimroz and Farah provinces after a first year of activities in Bamyan and Kapisa. This project is mainly focusing on wash activities, including the usual package (wash facilities, Hygiene promotion, acces to water through wells). CDCS: covering Wash and FSL sectors in Farah province, top up under finalization.

For 2025, the main stake will be first to keep the current position with CDCS, AHF, BHA and ECHO (existing main donors) with new funding, as well as donor diversification. SI is aiming to take a stronger position on natural resources management and on ensuring better WASH services especially for women.

About the job

GENERAL OBJECTIVES The DCD Support position has been created to manage the dynamic scope of operations and accompany a localisation strategy, overseeing the finance, HR, and logistics departments. This role will ensure that the mission's support structures are efficient, compliant, and continuously improving in line with operational needs.
The DCD Support will drive excellence in departmental processes, working closely with department coorindators to ensure that finance, HR, and logistics operations are compliant, optimized and adapted to meet evolving challenges.
They will also ensure that all staff adhere to Solidaritรฉs International's standard operating procedures, while contributing to the development of the mission's overall strategy.
They will also lead the gender inclusivity of the mission, a key topic in Afghanistan.

The DCD Support will act as the CD in their absence from the mission.

ISSUES AND SPECIFIC CHALLENGES Align planning with program needs: adjust financial, HR, and logistics planning to support the missionโ€™s evolving programmatic requirements, in collaboration with theprogram team and CD.
Support coordinator adaptation: guide newly onboarded financial, HR, and logistics coordinators in adapting their tools and processes to the missionโ€™s specific context and scale.
Develop coordinator competency and coordination: mentor newly recruited coordinators to ensure they fully master their roles and responsibilities, ensuring operational excellence across departments.

PRIORITIES ON THE 2-3 FIRST MONTHS Adapt mission processes and structure: revise the missionโ€™s processes and organizational structure in response to the withdrawal of BHA funding, ensuring sustainability and efficiency in operations.
Ensure systematic genderinclusion: integrate gender inclusivity into all aspects of the mission's operations, ensuring that gender considerations are consistently addressed and embedded in decision-making, programming, and staffing.

SECURITY CONSTRAINTS The security situation in Afghanistan remains unstable and unpredictable. Although the Taliban took control in 2021, ending the previous conflict, groups like the Islamic State Khorasan Province (ISKP) still pose significant threats, especially in cities like Kabul. The Talibanโ€™s policies, including restrictions on women, have drawn international criticism and could destabilize the country further. Foreign organizations face increasing administrative barriers, and there has been few raids on compounds in recent months.

Your profile

DIPLOMAS AND EXPERIENCE Master's degree in Administration, Finance, and/or HR, or a diploma in Logistics and/or Supply Chain. Strong previous experience in support departments is valued more than academic qualifications.

Experience in the humanitarian sector : 3-4 years Experience on a similar position : 0-2 years

SI will offer you

A salaried position:
According to experience, starting from EUR 3080 gross per month (2800 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 600.

SI also covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment.

Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every two months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.

Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

LIVING CONDITIONS: Living conditions in Kabul are generally comfortable, with access to essential goods and services. Alcohol consumption is prohibited in Afghanistan. While the security situation can be tense at times and travel may be restricted, social life is possible with access to restaurants, other NGO compounds, and even sport classes.
Living conditions in the field are more basic, with harsher weather conditions and greater isolation. Security levels can vary by region, with some areas having less restrictive measures. Both men and women are expected to dress according to local cultural norms, including women wearing long clothes and a headscarf in public spaces.
