UNDP Indonesia Country Programme 2021-2025 was developed in partnership with the Government of Indonesia which supports national efforts to achieve the 2030 Sustainable Development Goals, in particular SDG indicator 3.8.1 related to the coverage of essential health services. The programme contributes directly to RPJMN 2020-2024 and RPJP 2020-2045, which aims at improving access and quality of health services as part of the overall efforts in accelerating the progress towards universal health coverage.
UNDP Indonesia has established a programme cluster focusing on health system strengthening as an umbrella of various initiatives on health system strengthening at UNDP Indonesia. One of the UNDP Country Programme outcomes reads as national institutions strengthened for Equitable access to quality basic social services and social protection.ย
Aligned with this particular outcome, the Health Governance Programme will contribute to support specific national efforts to achieve SDG 3 and with a focus to meet Indonesiaโs commitment to address inequity in health through Universal Health Coverage. Working with government counterparts and civil society organizations, the Health Governance Programme will leverage UNPDโs global expertise on governance in the health sector and on providing implementation support for large health initiatives. The programme will develop innovative solutions and capacities through technical assistance, South-South and Triangular Cooperation [SSTC] and partnerships for improved and sustained health outcomes for all. The Health Governance Programme has two components: (i) strengthened national policy and institutional environment that is governing the access and delivery of needed health technologies and affordable medicines through evidence-based policy and multisector collaborations; and (ii) the performance of national programmes is improved and positively impacts the coverage and the sustainability of services delivery and the health system better integrates environmental concerns in climate change adaptation and waste management practices to mitigate or limit its impact on environment(s).
Currently, Health Governance Programme Cluster is implementing strategic projects supported by multi- donors such as (i) SMILE [Sistem Monitoring Imunisasi dan Logistik Secara Elektronik / Electronic Logistics Management and Information System] and ME-SMILE [SMILE system for Medical Waste Management], both funded by GAVI; (ii) National Logistic Management Information System for health commodities, especially for HIV/AIDS, TB and Malaria, funded by GF-ATM [Global Fund for HIV/AIDS, TB and Malaria]; (iii) Strengthening capacity and management of the National Laboratory for Surveillance and Precise Medication under COIVD-19 Response and Biomedical & Science Initiative [BGSI], funded by the GF-ATM; (iv) Access Delivery Partnership (ADP), funded by Japanese Government; (v) Management and Technical Assistance for AIDS, Tuberculosis and Malaria (MTC-ATM), funded by DFAT Australia; and (vi) Financial Management Technical Assistance (FMTA), funded by GF-ATM. This Cluster potentially gains more support from donors and/or other funding opportunities through resource mobilization in support the health sector as well as other initiatives related to health system strengthening including greening health with Green Climate funded program (GCF).
Working with government counterparts, professional associations, and civil society organizations, UNDP has been deeply involved in delivering a comprehensive programme on health system strengthening in Indonesia since 2007. The key areas of UNDP technical assistance and capacity support include health system strengthening, stakeholderโs coordination, socio-economic support, and improving the management of big data on health sector encompassing the use of digital technology under the Health Digital Transformation Strategy. Under UNDP Health Governance Programme, UNDP has leveraged its global expertise on collaborative platform, procurement service for health equipment, supply chain management system for health, and medical waste management.
Against this background, UNDP Indonesia is seeking a dynamic and experienced individual to fill the crucial role of Advisor. The primary objective of this position is to provide strategic guidance and advice to Senior Management, while ensuring that various initiatives related to Health Governance are being taken forward in an effective and results oriented manner.
As an Advisor, the successful candidate will be entrusted with the responsibility of offering expert advice on a wide range of issues on health governance and other crosscutting issues with other thematic areas such as climate resilience, and identifying programmatic and resource mobilization objectives and opportunities, including through resources and projects pipelining from traditional and non-traditional financing sources. The Advisor will also provide strategic advice on the technical aspects of health governance, contributing significantly to assessment reports, and offer strategic guidance on how these reports can be used by decision-makers, donors, and for securing resources for future projects.
Reporting directly to the Head of Democratic Governance and Poverty Reduction Unit [DGPRU]ย which the name of the unit will be transitioning toย the Risk Resilience an Governance (RRG) Unit later this year . The Advisor will provide strategic direction and technical advisory support to position UNDP Indonesia as a thought leader, and preferred partner in areas related to health governance, and its link to sustainable development goals [SDGs]. The Advisor will provide strategic and technical guidance to the projectsโ teams to ensure high quality project development and implementation.
The NPSA holder will directly report to the Head of DGPRU, with an emphasis on functions related to government counterparts, donor community, international financial institutions, and the UN agencies. As part of the incumbentโs duty, the NPSA holder will also participate in policy dialogues, discussions, and any strategic meetings held by UNDP, or with any assigned institutions.

Ensure that required expertise and technical assistance is made available to government and civil society partners/counterparts.
