Org. Setting and Reporting

This position is located in the Business Partner Service (BPS), Office of the Under-Secretary-General (OUSG), Department of Management Strategy, Policy and Compliance (DMSPC), New York. The Business Partner Service provides support and advice to the Department as a whole in the areas of human resources, budgetary and financial administration, resource planning and general administration. The incumbent will report to the Chief, Business Partner Service.

Responsibilities

Within delegated authority, the Administrative Officer will be responsible for the following duties:

HUMAN RESOURCES MANAGEMENT
• Initiates and coordinates actions covering the entire span of human resource activities, e.g., recruitment, placement, promotion, performance appraisal, vacancies, job classification reviews, separation of staff members, training, etc., ensuring consistency in the application of UN rules and procedures.
• Provides expert advice with respect to conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations.
• Represents the Department/Unit at Departmental Panels and appointment bodies.
• Reviews post incumbency reports for purposes of vacancy management and staffing table control.
• Manages, guides, develops and trains staff under his/her supervision in his/her unit and under the direction of Chief, Business Partner Service.

BUDGET AND FINANCE
• Initiates and conducts studies to improve budget reporting systems and cost-effective utilization of program resources.
• Monitors and reviews the work programme and budget by conducting regular and special reviews to assess progress of actual work versus the programme plan. Coordinates the production of programme reports. Defines requirements and ensures cost effective utilization of program resources.

GENERAL ADMINISTRATION
• Manages, supervises and carries out the work programme of the Unit under his/her responsibility.
• Provides advice and support to managers and staff on administrative matters with emphasis on Umoja.
• May lead, oversee and coordinate the preparation and implementation of work programs and projects.
• Produces major/complex reports for management.
• Provides expert guidance and leadership to more junior staff.
• Performs other related work as required.

• CLIENT ORIENTATION: Considers all those to whom services are provided to be "clients" and seeks to see things from clients' point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients' needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients' environment to keep them informed and anticipate problems; keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client.

• MANAGING PERFORMANCE: Delegates the appropriate responsibility, accountability and decision-making authority; makes sure that roles, responsibilities and reporting lines are clear to each staff member; accurately judges the amount of time and resources needed to accomplish a task and matches task to skills; Monitors progress against milestones and deadlines; regularly discusses performance and provides feedback and coaching to staff; Encourages risk-taking and supports creativity and initiative; Actively supports the development and career aspirations of staff; appraises performance fairly.

Education

Advanced university degree (Master’s degree or equivalent) in business or public administration, human resources, finance, management, or related area. A first level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible experience in administration, human resources management or related field is required.
Experience in the implementation of HR policies, procedures and practices in an international organization is required.
Experience in handling complex organizational issues and managing large staffing tables is required.
Experience in using ERP system, such as Umoja, for staff administration is required.
Experience in providing strategic human resources advice, particularly in relation to administration of staff (international and local) is desirable.
Experience in using e-staffing management tools, such as Inspira, is desirable.

Languages

English and French are the working languages of the UN Secretariat. For this position, fluency in English is required; Knowledge of another UN official language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

United Nations Considerations
