Org. Setting and ReportingThis position is located in the Human Resources Unit of the United Nations Verification Mission in Colombia (UNVMC). The Administrative Assistant will be based in Bogota and will report to the Chief Human Resources Officer. ResponsibilitiesUnder the direct supervision of the Chief Human Resources Officer (CHRO), the Administrative Assistant provides high quality administrative, managerial and secretarial support to the CHRO and ensures the effective and smooth flow of work within the Human Resources Unit (HRU). Within the limits of delegated authority, the Administrative Assistant will perform the following duties: Human Resources Management โ€ข Performs various actions related to the administration of the work unitโ€™s human resource activities, e.g., recruitment, placement, promotion, relocation, performance appraisal, job classification reviews, separation of staff members, training etc., consistently applying United Nations rules, regulations, policies and procedures; โ€ข Advises staff on visa and accreditations matters; โ€ข Provides advice, and answers general queries on Human Resources (HR) procedures and processes; โ€ข Provides information and advice to UNVMC personnel with respect to conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations or refers the queries to the concerned HR staff member; โ€ข Monitors assigned tables for a variety of human resource activities, e.g., internal correspondence, expiration/renewal of visas, driving licenses, accreditations, iNeed requests on HR matters. Budget and Finance โ€ข Provides assistance in the preparation and development of the officeโ€™s work programme and budget; โ€ข Collects data from relevant databases and assist in preparation of HR reports; โ€ข Provides assistance in the review, and preparation of HR plans and its revisions; โ€ข Creates bank data records in Umoja for new personnel arriving to the Mission; โ€ข Reviews and assists in the finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements for the mission including programmatic aspects; monitors compliance with the medium-term plan and other legislative mandates; โ€ข May assist managers in the elaboration of resource requirements for budget submissions; โ€ข Assists in the preparation of budget performance submissions; โ€ข Assists in finalization of budget performance reports related to HR with attention given to variances between approved budgets and actual expenditures. General Administration โ€ข Provides guidance to mission staff. May provide assistance in reviewing accuracy of documents requiring CHRO signature; โ€ข Identifies and reports issues/problems as they arise, and recommends appropriate actions; โ€ข Coordinates and follows up regularly with units and sections across the Mission and liaises as needed with internal team members both at the Mission headquarters and in the field; โ€ข Performs other related administrative duties, as required (e.g., travel, monitoring accounts and payment to vendors and individual contractors for services, reviews physical space plans and assists in the identification of office technology needs, maintenance of equipment, software and systems, organizes and coordinate meetings and retreats). โ€ข Helps to establish the means to monitor that all UNVMC policies are applied and followed thoroughly across all processes, including adherence to UNVMC code of conduct and ethics, and integrates a gender-sensitive approach in all functions. Job - Specific QualificationTechnical training in Finance, Budget, Human Resources Management or Administration is desirable. Work ExperienceA minimum of five (5) years of progressively responsible experience in administration, finance, budget, accounting, audit, human resources or related area is required. Working experience using word processing and spreadsheets is required. Experience working with Enterprise Resource Planning Systems (i.e., Umoja) is desirable. Experience with the United Nations or similar international organization's Rules, Regulations, Manuals and Policies is desirable. Experience working with the United Nations Secretariat or United Nations Agencies is desirable. Experience providing effective administrative services with respect to the full range of human resources, planning, work programming, budget and financial management tasks on international operations is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in both English and Spanish is required. NOTE: Fluency equals a rating of \"fluent\" in all four areas (read, write, speak, understand) and \"knowledge of\" equals a rating of \"confident\" in two of the four areas.
