The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote sustainable and inclusive development and regional connectivity in the Asian and Pacific region. ESCAP’s role as a regional development arm of the United Nations Secretariat is to support its membership with policy oriented research and analysis, normative support and technical assistance and capacity building, to respond to the development priorities and changing needs of the Asian and Pacific region.
This position is to provide overall administrative support for the project "Strengthening the capacity of Democratic People’s Republic of Korea in data and statistics, resilience and connectivity for implementing the 2030 Agenda for Sustainable Development”.
This position is located in the Office of the Director, in the Statistics Division. The incumbent reports to the NRL Expert on Capacity Building of Democratic People's Republic of Korea.
Under the direct supervision of the NRL Expert on Capacity Building of Democratic People's Republic of Korea, and overall supervision of the Senior Programme Officer (designated project manager), in SOENEA and the Regional Advisor on Official Statistics, SD, the incumbent is required to perform the following functions:
Human Resources Management
•Initiates, reviews, processes and follows up on actions related to the administration and the recruitment of consultants ensuring consistency in the application of UN rules and procedures.
Budget and Finance
•Monitors status of expenditures and allotments through Umoja, records variations, updates budget tables.
•Consolidates data received and provides support to higher-level staff with respect to budget reviews of relevant intergovernmental and expert bodies.
•Reviews status of relevant expenditures and compares with approved budget.
•Reviews requisitions for goods and services to ensure (a) correct objects of expenditure have been charged and (b) availability of funds.
•Assists in the preparation of budget performance submissions.
•Prepares statistical tables and standard financial reports.
•Prepares, processes and follows-up on administrative arrangements and forms related to the official travel of staff, consultants and meeting participants.
•Assist the project team in collecting and compiling information relevant to the project.
•Monitor decisions under the UN Security Council 1718 Sanctions Committee, particularly, pertaining to the overseas trip of DPRK officials and experts.
•Drafts routine correspondence.
•Maintains files of rules, regulations, administrative instructions and other related documentation.
•Maintains up-to-date work unit files (both paper and electronic).
•Coordinates extensively with service units and liaises frequently with internal team members of the project.
•Assists in the monitoring of project implementation and preparation of activity reports.
•Performs other related administrative duties, as required, e.g., operational travel programme; monitoring accounts and payment to vendors and individual contractors for services; physical space planning; identification of office technology needs and maintenance of equipment, software and systems; organizing and coordinating administrative arrangements for seminars, conferences and translations.
•Perform other duties as assigned.
•Assists with day-to-day administration of contracts between the UN and external contractors for outsourced services.
•Assists in the preparation of letter of agreement with partner institutions.
•Audits the contractors' invoices against the goods and services provided by the contractor and approved by the UN.
•Processes the payment of contractors' invoices and monitor payments.
•Prepares and processes all UN forms and permissions for contractual and work Unit, Section or Service UN staff.

Planning & Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.
High school diploma or equivalent is required.Work Experience
A minimum of five years of progressively responsible experience in administrative services, finance, accounting, audit, human resources or related area is required.
Experience in the United Nations Common System or international organizations is desirable.
Experience in assisting in the project development and management involving external partners is desirable.
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is an advantage.

Appointment against this post is on a local basis; candidates shall be recruited in the country or within commuting distance of the ESCAP office, irrespective of nationality and length of time the candidate may have been in the country. If no suitable local candidate is identified, candidates located elsewhere may be considered. The candidate is responsible for any expenses incurred in taking the relevant examinations at the duty station, and of any costs related to traveling and relocating to the duty station in the event of an employment offer.
This post is funded from extra budgetary resources. The initial appointment is for a period of one year. Extension of appointment is subject to satisfactory performance and availability of funds.
Must have passed the United Nations Global General Service Test (GGST) at Headquarters or an equivalent locally-administered test at Offices Away from Headquarters.
