Result of ServiceThe UNRWA Dispute Tribunal, is utilized by the Agency as the neutral first instance of the United Nations two-tier formal system of administration of justice. The UNRWA Dispute Tribunal is established under UNRWAโ€™s Area and International Staff Regulations and Rules and is competent to hear and pass judgment on an appeal of: (1) an administrative decision taken by UNRWA Management in respect of a staff member that is alleged to be in noncompliance with the terms of appointment or the contract of employment; or (2) an administrative decision imposing disciplinary measures. Work LocationAmman, Jordan (when required)/Remote. Expected durationOne year with possibility for extension. Duties and ResponsibilitiesThe main responsibilities include: - Adjudicating applications (i) remanded to the Dispute Tribunal by the United Nations Appeals Tribunal, (ii) in cases in which the judge of the Dispute Tribunal has been recused, and/or (iii) in cases referred by the Dispute Tribunal Judge. - As part of the disposition of such cases, the Ad Litem Judge will be expected to independently handle the case file from start to finish, including (where relevant) ruling on motions, conducting hearings, drafting judgments, and adjudicating any post-judgment requests for interpretation, revision or execution. Qualifications/special skills- Advanced university degree (masterโ€™s or equivalent) in law from an accredited educational institution. A first-level university degree in law in combination with two additional years of relevant legal experience may be accepted in lieu of an advanced university degree. - At least 15 years of progressively responsible and relevant legal experience, including at least 10 years of judicial experience in the field of administrative law, including employment law, or the equivalent, within one or more national jurisdictions and/or in the international field is required. - Significant experience drafting complex judgments and in evidentiary hearings is required. - Experience adjudicating cases for UNAT, UNDT, or another international administrative dispute tribunal would be a strong asset. - Work experience in legal matters for an international organization is desirable. - Relevant legal experience in two or more jurisdictions (national or international) is desirable. - Be of high moral character and impartial. Languages- Excellent command of written and spoken English. - Working proficiency in written and spoken Arabic is desirable. Additional InformationThis is a consultant contract that is remunerated on a per-judgment basis for a fee of 2400 USD inclusive of all responsibilities outlined above, where applicable. There is no set minimum or maximum number of judgments per year that will be assigned. The duties and functions may be performed remotely, with a possibility of travel to Amman, Jordan at the Agencyโ€™s expense, if required.
