Oversee the execution of accounting transactions and reconcile open accounts ensuring the proper analysis and reconciliation of all sub ledgers vis-ร -vis the general ledger module. Monitor and reconcile the payroll and cost of personnel accounts in coordination with HR. Perform the control of the commitments to ensure that funds are properly encumbered and that accounts are maintained in line with accrual accounting principles in accordance with International Financial Reporting Standards (IFRS). Develop accounting policies for the implementation of new IFRS standards and business best practices and ensure correct application within the other business departments. Coordinate with relevant parties and solve any issues related to financial transactions and to related inflows/outflows. Provide guidance to fund managers and internal stakeholders on various accounting transactions including Fixed Asset Data Management, in line with EUROCONTROLโ€™s financial regulations and policies. Review and enhance, in coordination with the Head of Unit, the overall financial process related to agreements to ensure accurate assessment of the Agencyโ€™s financial obligations, potential costs and revenue management in line with IFRS and applicable financial regulations. Calculate, process, reconcile and manage the follow-up of the annual call of funds from Agency Member States. Contribute to the design and revision of the financial systems to ensure accuracy of data and adherence of the system to Generally Accepted Accounting Principles (GAAP) and International Accounting Standards (IAS). Prepare the annual financial statements under EUROCONTROLโ€™s responsibility in line with IFRS and applicable financial regulations. Contribute to the development and/or support the design of a standardised Multidimensional Chart of Account, participate to tests of customisations, updates and preparation of ad hoc reports templates. Contribute to internal and external audits providing the necessary information and analyses. Provide onsite assistance and training to guarantee compliance and accuracy of the financial data including the safeguards of the assets. Oversee the activities of the accounting team for the Route Charges system and the bilateral agreements, coordinate and review the daily accounting activities such as allocation of payments and preparation of disbursements to States, and provide assistance in specific managerial areas in support to the Head of Section. Prepare monthly financial reports to States, Agency senior management and decision-making bodies. Assess the needs and implement internal controls to guarantee the integrity, correctness, availability and security of the financial information. Required qualifications, experience & competencies

Completed university studies of 4 years in a relevant area, e.g. Business Administration, Accounting, Finance, Economics or of 3 years plus 1-year relevant experience. Internal candidates can check on the intranet to see what level of in-house experience is considered equivalent to educational qualifications where appropriate. A professional certification in accounting (CA, CPA, CMA, etc.) would be an advantage. Minimum 3 yearsโ€™ relevant professional experience to carry out the described responsibilities. Experience as accountant or financial and accounting analyst in large organisations. Experience in the control and reconciliation of accounts, commitments, obligation and expenditure of funds. Experience in financial statement preparation. Experience in the application of International Accounting Standards (IFRS or IPSAS). Proficiency in the use of Microsoft Office applications, in particular Excel, PowerPoint. Experience in drafting financial and accounting policies, and relevant procedures. The following would be a strong asset: Experience with ERP systems (e.g. Oracle) and sub-ledgers (FA, AP, AR, PO, CM). Experience in the use of project management software. Experience in assessing internal controls, including risk assessments and reviews of risk areas. Experience in supporting internal/external audits for financial and/or performance audits. Experience in coordinating activities within a team. Analytical thinking: You analyse information and are able to identify relationships. Communication: You are able to foster two-way communication. The working languages of the Agency are English and French. For this particular job, candidates must be proficient users of English at level C1/C2 and acquire at least a basic knowledge of French (level A1) by the end of the probation period. Candidates with an independent level of French (level B) would have an advantage.
The levels relate to the European-framework-reference Common European Framework of References for languages (CEFR).

The selected candidate will be offered a contract of 5 Year (s) pursuant to the provisions of the Staff Regulations governing officials at EUROCONTROL. The contract may be renewed up to a maximum of 9 years or converted into an undetermined contract. Before being established in the post, the selected candidate will be requested to provide certified copies of their degrees and successfully serve a probationary period of 9 months. If selected, the person will keep their current type of appointment duration (undetermined or determined).
The internal staff member with a determined contract will be offered, in principle, an appointment for 5 Year(s) with a maximum total duration of 9 years. The successful candidate shall be appointed at the grade set out in this vacancy notice, or if a group of grades has been published for a job level, in principle at the basic grade of the published job level. Candidates declared suitable who are not selected for the post will be placed on a reserve list for similar roles. The reserve list will be valid for one year from the closing date of applications.
