Action Contre la Faim established itself in Madagascar in April 2012. Since then, ACF has implemented a continuum of programs in the fields of Nutrition & Health, Food Security and Livelihoods, Mental Health and Care Practice, Water Sanitation and Hygiene, with cross-cutting advocacy actions from both a humanitarian and emergency and development perspective.
Through RFSA activities, USAID/Bureau for Humanitarian Assistance (BHA) supports multi-year resilience and food security programming to improve and sustain the food and nutrition security of vulnerable populations. These activities work at the individual, household, community levels using the graduation approach to address the underlying causes of food insecurity and strengthen transformative opportunities. This includes a focus on improving food access and incomes through agriculture and other livelihoods initiatives; enhancing natural resource and environmental management; combating under-nutrition, especially for children under two and pregnant and lactating women; and mitigating disaster impact through early warning and community preparedness activities. RFSAs are intended to strengthen resilience in populations vulnerable to acute, chronic hunger and recurrent shocks, stresses and crises, and to reduce future need for ongoing or emergency food assistance.
Votre poste et vos responsabilitรฉs
The Strategic Learning Advisor will work closely with the M&E unit and with all staff to ensure principles of Collaborating, Learning and Adapting (CLA) are recognized and acted on as core elements of RFSA programming. This staff member will ensure active, intentional, and adaptive learning within and across interventions, and will play a critical role in incorporating refinement activities and learning into implementation. Additionally, the SLA will improve community engagement; peer-to-peer learning; knowledge capture, sharing, and application; activity-based capacity strengthening; and evidence and data utilization. The SLA, working with the COP and technical staff, will also ensure appropriate and continued coordination and joint-planning with other relevant USAID Bureaus and Missions and other relevant donor activities, host-government initiatives, and private sector actors.
More precisely, you will be responsible to the following missions :
- Lead the Activityโs CLA component, ensuring integration of adaptive learning and management across all programming.
- Design and manage the project learning and adaptation strategy, system and tools with a focus on promoting knowledge acquisition, management, documentation and dissemination.
- Lead the incorporation of findings into program implementation.
- Capture, share, and apply lessons learned, ensuring communication and collaboration with other partners working in Madagascar, and sharing learnings with the global resilience and food security community.
- Identify opportunities for capacity building within the Activity consortium and beyond.
- Lead joint planning with USAID/BHA, other USAID programming in Madagascar, relevant donor activities, host government initiatives, and private sector actors.
Votre profil
You hold a Master Degree in a development, public health, nutrition, agriculture, or a related field.
You have an experience working with large donors, BHA/RFSA and or USAID/FFP preferred.
You have at least 7 yearsโ experience in supporting CLA activities in the context of international development, with experience in low-resource settings.
You already have an experience with program monitoring and evaluation, including applying data collection tools and methodologies, data analysis, and data presentation.
You have a strong conceptual knowledge about theories of change, logic model, food and nutrition security indicators.
You have an excellent oral and written communication skills.
You speak and write fluently French and English.
