Action Contre la Faim established itself in Madagascar in April 2012. Since then, ACF has implemented a continuum of programs in the fields of Nutrition & Health, Food Security and Livelihoods, Mental Health and Care Practice, Water Sanitation and Hygiene, with cross-cutting advocacy actions from both a humanitarian and emergency and development perspective.
Through RFSA activities, USAID/Bureau for Humanitarian Assistance (BHA) supports multi-year resilience and food security programming to improve and sustain the food and nutrition security of vulnerable populations. These activities work at the individual, household, community levels using the graduation approach to address the underlying causes of food insecurity and strengthen transformative opportunities. This includes a focus on improving food access and incomes through agriculture and other livelihoods initiatives; enhancing natural resource and environmental management; combating under-nutrition, especially for children under two and pregnant and lactating women; and mitigating disaster impact through early warning and community preparedness activities. RFSAs are intended to strengthen resilience in populations vulnerable to acute, chronic hunger and recurrent shocks, stresses and crises, and to reduce future need for ongoing or emergency food assistance.

The Monitoring Evaluation Acountability and learning Director will have primary responsibility for the design, management, and implementation of systems necessary to ensure quality monitoring and reporting of the projectโs Activity MEAL Plan and development and oversight of the projectโs learning agenda (including strategic inputs and documentation of CLA activities).They will work closely with the Project Director, the project M&E team, external stakeholders, relevant country teams, and USAID/BHA.
More precisely, you will be responsible to the following missions:
- Develop and manage the implementation of a sound program M&E plan.
- Lead and manage all monitoring and evaluation tasks, and deliverables for the project to feed the CLA in relation with the Strategic Learning Advisor. This includes baselines, mid-term, and final evaluations.
- Work closely with the project Technical Advisors to coordinate the MEL agenda and strategy across all project activities.
- Provide leadership to ensure effective accountability systems across all aspects of the project as well as utilization of feedback to influence management and adaptation of project.
- Build, manage, and continuously strengthen the programโs M&E system, ensuring that this system is developed in a consultative fashion and provides timely and accurate data regarding program progress towards food and nutrition security and resilience outcomes.
- Supervise the development of a program M&E information system (MIS).
- Lead the programโs qualitative and quantitative analysis and survey and sample design.
- Monitor and report on activities, communicate program results, and use results to improve implementation.
- Oversee data collection as required within the projectโs parameters.
- Develop documentation of best practices, lessons learned, case studies, and facilitate the use of data to drive program design and decision making.
- Develop and lead the projectโs learning and research agenda.
- Report monthly, quarterly, and annually on the status of project implementation.
- Provide review and oversight of all research undertaken by the project.
- Provide primary support to country teams for the quality, timeliness, completeness and reporting of all monitoring, evaluation, and research data from their activities.
- Participate in global knowledge sharing and learning forums and working groups to ensure a feedback loop between country learning and global policy conversations.
- Work closely with the project Technical Advisors to coordinate the MERL agenda and strategy across all project activities.
- Oversee all project M&E staff.
Votre profil
You hold a Masterโs degree or higher in social science, public health, or clinical-related field with a concentration on monitoring and evaluation, statistics, research or related field
You have at least 10 yearsโ experience designing, managing and/or implementing health monitoring systems, data quality assurance, database management, data analysis and use, and reporting, with at least 5 years designing and managing/implementing evaluations, and analyzing qualitative and/or quantitative data internationally
You have experience with USAID and U.S. Government regulations and reporting procedures and systems are preferred.
You have knowledge of theories of change (TOCs), logic models, food and nutrition security indicators.
You have demonstrated an experience building the capacity of host country counterparts in improving data quality, data management and analysis, and use of data for understanding program performance and solving problems
An excellent oral and written communication skills, with fluency in English and French are required.
