Action Against Hunger has been operating in Afghanistan since 1979. Its very first mission, has seen a strong focus on emergency responses, targeting primarily refugees, Internally Displaced Persons, and flood/drought affected populations. Integrated projects in nutrition and health, water, sanitation and hygiene, food security and livelihoods, and in mental health and care practices are implemented in 4 provinces. Our work with local partners is essential to gain access to more geographical areas.
The recent political development that followed a period of drought and heavy fighting has plunged the country into an even more profound crisis in the economic aspect, includingthe shutdown of the financial institutions, the suspension of international structural funding, and fears of food shortage and higher inflation.
In 2023, two-thirds of Afghanistanโs population will need urgent humanitarian assistance to survive as the countryenters its third consecutive year of drought-like conditions and the second year of crippling economic decline while still reeling from the effects of 40 years of conflict and recurrent natural disasters. The mission employs 450 staff in five operational bases : Kabul, Helmand, Ghor, Daikundi, and Badakhshan. ACF teams address the underlying conditions leading to deadly malnutrition and food insecurity and provideaccess to basic health services.
Votre poste et vos responsabilitรฉs
The Advocacy Expert will act as an Advocacy and Policy focal point for the Afghan mission by:
- Providing direct support to the mission to develop positioning, strategic engagements;
- Identifying recommendations in line with mission objectives;
- Working with the program and support teams to build their capacity in advocacy;
- Ensuring that programmatic data and analysis is available for policy, advocacy and other related objectives;
- Developing and implementing ACF advocacy Afghan strategy and outputs, in line with ACF global and mission strategy.
Votre profil
Mastersโ degree in international relations, International Humanitarian Law, social sciences, politics, development studies, or similar field;
At least 3 yearsโ experience advocacy. Experience in other fields than advocacy will be examined in the face of exposure to high-level stakeholders (governments, UN agencies, NGOs โ at national level);
Experience in using grant management, using M&E information for advocacy, campaign and dialogues with partners and governments;
Demonstrated working experience in policy analysis, data collection, analysis and interpretation (both qualitative and quantitative data), writing and production of reports, policy briefs and publications;
Strong and demonstrated expertise in humanitarian Advocacy and/or representation, negotiation and influence of aid policies at a high level (ege.g., country director/tech coordinator/ advocacy manager profile with a track record of representation to donor and government;
Ability to grasp a wide range of complex issues and synthetize them strategically;
Sensitivity or specific qualifications in politics, international relations/ affairs, humanitarian or development aid/ project management;
Good knowledge of the IHL, humanitarian principles, humanitarian system;
Excellent knowledge of advocacy cycle and advocacy tools;
Excellent writing skills and oral communication skills in English.
Vos conditions dโemploi
Starting date : 1st of April 2024
12 months fixed term contract under French (for internationals) or Afghan (for nationals) labor law
Terms under French contract :
Monthly gross salary from 2597โฌ to 2968โฌ upon experience
Monthly per diem and living allowance: 453โฌ net, field paid
Monthly country allowance: 450โฌ
Child allowance: 1500โฌ per year per child present in the country of origin (maximum 6000โฌ/year)
16% of the gross monthly salary for pension insurance reimbursement for non-French citizens
Transportation and accommodation: Coverage of transportation costs and guest house
Medical coverage: 100% coverage of health contributions (social security + health insurance) and repatriation insurance
Leaves and RnR: 25 days of paid leaves per year, 20 RnR per year and 215 โฌ at each RnR period
