Action Against Hunger has been operating in Afghanistan since 1979. Its very first mission, has seen a strong focus on emergency responses, targeting primarily refugees, Internally Displaced Persons, and flood/drought affected populations. Integrated projects in nutrition and health, water, sanitation and hygiene, food security and livelihoods, and in mental health and care practices are implemented in 4 provinces. Our work with local partners is essential to gain access to more geographical areas.
In 2023, two-thirds of Afghanistanโs population will need urgent humanitarian assistance to survive as the countryenters its third consecutive year of drought-like conditions and the second year of crippling economic decline while still reeling from the effects of 40 years of conflict and recurrent natural disasters. The mission employs 450 staff in five operational bases : Kabul, Helmand, Ghor, Daikundi, and Badakhshan. ACF teams address the underlying conditions leading to deadly malnutrition and food insecurity and provideaccess to basic health services.
There are 103 National employees in Kabul with majority of expats located in the capital. There is a well-equipped guesthouse for expats, a coordination office and warehouse located separately. A variety of restaurants and supermarkets are accessible depending on security rules and context. Movements may be restricted and a curfew strictly imposed.
Votre poste et vos responsabilitรฉs
Kabul base hosts the coordination office in charge of implementing water, sanitation and hygiene and nutrition projects aiming to reduce acute malnutrition in the Kabul Informal Settlements and in 26 health facilities. Under the supervision of the Deputy Country Director, the Food Security Livehood Head of Department will be responsible to implement high quality Food security and livelihood, Disaster Risk Reduction mechanism projects, in conformity with the country strategy and the standards set internationally, by ACF and by national policies.
More Precisely you will be responsible to the following missions:
- Contribute to deliberations on strategy and the positioning of the FSL-DRR Department.
- Identify needs and contribute to project elaboration.
- Identifying humanitarian needs in the field of FSL-Resilience and you area of activity, this to include the submission of reports of such matters.
- Support field teams technically on FSL-DRR projects.
- Ensure the quality of the programs established in conformity with the technical and project management standards of ACF.
- Contribute to the quality, accountability, and impact measurement process of our projects.
- Participate in the coordination, representation, and partnerships of ACF in you area of intervention.
- Supervise and manage the team.
- Contributing to capitalization and technical development in your sector.
- Ensure the capitalization of program-related data and documentation of the innovations achieved.
Votre profil
You hold a Master degree in agronomy, environmental sciences, biology, or any other relevant discipline in food security, livelihood, and emergency response programs for natural and conflict disasters.
You have at least 3 years of experience on project management with a good knowledge in humanitarian aid and/or development. An experience in team management and knowledge in food security and/or nutrition is required.
You have knowledge in donor reporting rules and compliance.
You are proactive with creativity, autonomy, and an ability to work under pressure.
You are able to adapt to difficult and precarious situations.
Fluency in english is mandatory (written and spoken).
Vos conditions dโemploi
- 12 months fixed term contract under French (for internationals) or Afghan (for nationals) labor law.
- Remuneration package and competitive benefits.
For expatriate applicants:
- Monthly gross salary from 2597โฌ to 2968โฌ upon experience.
- Per diem and living allowance: 645 Euros net, field paid.
- Monthly country allowance: 450 Euros.
- 16% of monthly gross salary as reimbursement of retirement insurance for non-French citizen
- Child allowance, 1500โฌ/year/child (capped to 6000โฌ).
- Coverage of transportation costs to and in the mission100% coverage of health contributions (social security + private insurance) and repatriation insurance.
- 25 days of paid leaves per year.
- 20 RnR per year. + 215 โฌ at each RnR period.
