The recent development in Ukraine have led over 5.7 million refugees to flee over the borders from Ukraine and a further 7.7 million have been displaced within Ukraine. The estimated 13 million people that are stranded in Ukraine face shortages of basic needs such as water, food and medicine.

3,143,550 refugees have crossed the Polish border, 453,848 refugees have crossed the Moldavian border and 856,941 refugees the Romanian border.

This situation has led ACF France to open three missions in Ukraine, Poland and Romania and ACF Spain in Moldova.

In Ukraine ACF intervenes in the East (Dnipro, Kharkiv and Zapporizhzhia in particular), the West (Vinnytsia and Chernivtsi) and is extending its coverage to the southern part of the country (Odessa and Mykolaiv).

We are looking for a Field Coordinator to lead the operations in the Southern region of Ukraine. The incumbent will be based in Mykolaeiv, with frequent travels to South Ukraine.

This is an extremely challenging position, requiring strong adaptability and management skills. The main challenge will be to ensure the operationability of the teams in an volatile and challenging context (ongoing armed conflict, electricity cut, hard winter, etc.).

Under the supervision of the Country Director, the Field Coordinator provides leadership in the South of Ukraine in order to deliver a quality and timely humanitarian response to events as assigned.

More precisely:

You provide overall leadership at field level, and under the supervision of the Country Director, in support of program set up and implementation (scale-up of new activities, opening of new areas/locations, internal emergencies) as leading on field needs assessment and emergency programs development, ensuring that emergency programs start in a timely manner and are implemented at speed and scale and supervising and monitoring the program implementation.You provide supervision to field team in order to ensure the smooth implementation of the emergency response within the zone of operation, as ensuring that the scale of the field team is in line with the Emergency Response Needs, that boarding system for new field staff are in place and implemented and that the team objectives are adapted to the emergency response needs.You ensure internal and external coordination with relevant stakeholders to facilitate the response through regular communication with the coordination team, participation at different forums at field level to ensure representation of ACF.Participate in the definition of the overall field-level security plans/measures and ensure proper security management, in collaboration with the security team: context security assessment, define, follow-up, and update security protocols as necessary, ensure the correct application of security measures, and manage incidents as required.You support ACFs commitments to gender equality, child protection sensitivity and other cross-sectoral priorities.

Votre profil

You have a higher degree in a field related to humanitarian action: project management, technical training related to one of our sectors of intervention, human resources management, financial management, etc. with at least 3 years of field experience with iNGOs in a similar position and in complex security contexts (challenging security context, high budget volume, big teams...).

You have a confirmed team management experience, with an ability to support and empower a large teams.

You are fluent in English and have excellent interpersonal, adaptability, and cultural awareness. You are also able to work with various nationalities.

A previous experience with ACF and the knowledge of Russian and/or Ukrainian will be considered as an asset.
