Action Against Hunger has been operating in Afghanistan since 1979. Its very first mission, has seen a strong focus on emergency responses, targeting primarily refugees, Internally Displaced Persons, and flood/drought affected populations. Integrated projects in nutrition and health, water, sanitation and hygiene, food security and livelihoods, and in mental health and care practices are implemented in 4 provinces. Our work with local partners is essential to gain access to more geographical areas.

Between January and July 2022, humanitarian partners reached 23.8 million people with at least one form of humanitarian assistance, including 23 million vulnerable people, 365 000 cross-border returnees, 72 000 refugees, 293 000 people affected by sudden-onset natural disasters. While humanitarian assistance has increased significantly over the first half of the year, particularly food distributions and seasonal support, many activities provide multiple rounds of and require ongoing financial support. The combination of global and in-country food and other commodity price spikes and funding shortfalls is already forcing humanitarians to provide fewer rounds of assistance than originally intended. Over the coming months, partners will focus on providing more integrated support in underserved areas, in line with the nature and scale of multi-sectoral needs now present while considering seasonal risks. In a context of increasing humanitarian needs and simultaneous rise in operational complexities, the humanitarian communityโ€™s ability to continue to stay and deliver life-saving assistance will be contingent on flexible funds, enabling financial systems and assurances of aid worker safety and principled humanitarian response.

Under the overall strategic direction of the Deputy Country Director and the Country Director, you will be a key member of the Senior Management Team, contributing to the development and implementation of the overall Field Program activities and coordinate ACF overall interventions in concerned field province.

  • Contribute to Action Against Hunger country strategy development and implementation at field level by designing, implementing and updating the country strategy and representating AAH to external stakeholders
  • Coordinate overall implementation of programs both in Health, Nutrition, WASH, Food Security, Livelihoods, ERM programs, Gender...
  • Manage the team through base meetings, recruitment, trainings and preventing frauds and abuses of power
  • Facilitate good relationships with the coordination team bu updating them on program implementation, being a facilitator between the field and the capital and piloting the follow-up on technical and support departments' recommendations
  • Organizing Security and Access by monitoring the security environment, managing all security incidents at base level and reporting them to the Country Director and participating in access negotiations

    Votre profil

    You hold a degree in related humanitarian issue with an advanced degree for example a Master in International Relations, Development Studies or related technical discipline relevant for ACF programs.

    You have a significant experience with INGOs and a previous experience with ACF as a Field Coordinator will be an asset. With at least 5 years of experience in similar position, you have experience in proposal development and knowledge with donorsโ€™ guidelines and procedures (ECHO, UNICEF, DFID, OFDA, etc) with excellent management skills (HR, projects, stress management).

    You are multi tasks, organize, diplomatic, autonomous with excellent written skills and you are fluent in English, then you really should apply to this position!

    Vos conditions dโ€™emploi

    • 12 months of fixed-term contract under French law (for international candidates) or Afghan law (for national candidates)

      Since the Taliban takeover of Kabul on 15 August 2021, the overall security situation in the country has changed. According to the UN, conflict-related security incidents such as armed clashes, air-strikes and improvised explosive devices (IEDs) have decreased significantly. In this relation, certain elements of the security situation for the general population in Afghanistan have improved because fighting has ceased. Especially the rural areas are safer, and people can travel to districts that were deemed too dangerous or inaccessible for the past 15-20 years, as the security on the roads has improved due to the drop in IEDs. The overall security situation in the country remains relatively calm. Travelling by road was reported to have become safer in certain areas. It nevertheless remains an unsafe country. The Taliban asserted control over the entire country quickly and with relatively little opposition following the announcement of the US-led withdrawal of foreign forces. Humanitarian needs in Afghanistan have risen dramatically in the last nine months since the country's power transition. By the second part of this year, 97 percent of the population is predicted to be living in poverty. Advocationg for an immediate policy shift is crucial in order for politics leaders to adress the economic crisis in order for Afghans to be able to meet their basics needs.
