Over two years after the escalation of tensions between Russia and Ukraine, a total of 7.6 million Ukrainian refugees remain overseas and a further 5.1 million remain internally displaced in Ukraine. Currently, an estimated 17.6 million people within Ukraine require humanitarian assistance, including the need of food, water and medicines.
5,796,748 refugees have crossed the Polish border, 591,947 refugees have crossed the Moldavian border and 1,127,998 refugees the Romanian border.
This situation has led ACF France to open Country Offices, in Ukraine, Poland and Romania and ACF Spain in Moldova.
ACF has deployed a regional multi-sectorial strategy through direct implementation and partnership. Core activities are Food Security & Livelihood (canned and dry food distribution, hot meals, cash) and Mental Health & Care Practices (psychosocial support, Baby Friendly Space, psychiatric referrals). Additionally, in Ukraine the strategy also includes WASH activities (rehabilitation/repair of centralized water and sanitation networks, minor repair of Collective/Transit Centers, emergency Water supply and hygiene kit distribution) as well as Health & Nutrition (primary health care structures support including provision of medicines and trainings).
In Ukraine ACF currently intervenes in the East (Dnipro, Kharkiv, Sumska, Zapporizhzhia), the West (Ivano Frankivsk, Chernivtsi) and is extending its coverage to the southern part of the country (Odessa, Mykolaiv).
Votre poste et vos responsabilitรฉs
We are looking for our new Field Coordinator based in Kharkiv, Ukraine.
Under the supervision of the Country Director, you will be responsible for providing leadership at field office level in order to deliver a quality and timely response to events as assigned.
More specifically, your role will be to :
- Provide overall leadership at field level, in support of program set up and implementation (scale-up of new activities, opening of new areas/locations, internal emergencies)
- Provide supervision to the support field team (finance, HR and logistics) in order to ensure the smooth implementation of the emergency response within the zone of operation. You are also the direct manager of the Deputy Field Coordinator for Programs
- Ensure internal and external coordination with relevant stakeholders to facilitate the response
- Participate in the definition of the overall field-level security plans/measures and ensure proper security management, in collaboration with the security team
- Support ACFs commitments to Gender equality, Child protection sensitivity and other cross-sectoral priorities
- Promote ACFs Gender minimum standards and Child protection policies, ensure Protection mainstreaming, inclusion of Gender and Child protection as well as account the different needs, concerns and ideas of our staff and beneficiaries in MEAL-related activities
- Reinforce integration of cross-sectoral priorities in MEAL, including gender, protection, safeguarding, disaster risk reduction, diversity, equality and inclusion and Do No Harm
- Sensitize partners to include cross cutting issues such as gender, disability and protection (child) into their programming and reporting
Votre profil
You hold a Masterโs Degree, ideally in Humanitarian Program Coordination, International Development, International Relations.
You have at least 3 years of field experience in operational management of humanitarian programs in a similar role and in emergency contexts.
You have experience in security and safety management in volatile environments and excellent interpersonal, communication and listening skills.
You are passionate about management, and have the ability to support and empower your team.
You have excellent adaptable skills and cultural awareness and are able to work with various nationalities.
You are fluent in English. Ukrainian and / or Russian is a strong asset.
Vos conditions dโemploi
- Fixed term contract under French legislation: 12 months
- Monthly gross salary from 2597 to 2968โฌ upon experience
- Reimbursement of the pension insurance for non-French citizens: 16% of the gross monthly salary
- Monthly per diem and living allowance: 838โฌ net, field paid
- Monthly country allowance: 450โฌ
- Cold allowance: Reimbursement for the purchase of winter equipment for a maximum of 380โฌ per person per year in severe cold contexts
- Child allowance: 1500โฌ per year per child present in the country of origin (maximum 6000โฌ/year)
- Transportation and accommodation: Coverage of transportation costs and guest house
- Medical coverage: ACF covers 100% of the social security, health insurance, and repatriation insurance agreement fees.
