Action contre la Faim (ACF) has been operating in Afghanistan since 1979. Its very first mission, has seen a strong focus on emergency responses, targeting primarily refugees, Internally Displaced Persons, and flood/drought affected populations. Integrated projects in nutrition and health, water, sanitation and hygiene, food security and livelihoods, and in mental health and care practices are implemented in 4 provinces. Our work with local partners is essential to gain access to more geographical areas.
The recent political development that followed a period of drought and heavy fighting has plunged the country into an even more profound crisis in the economic aspect, includingthe shutdown of the financial institutions, the suspension of international structural funding, and fears of food shortage and higher inflation.
In 2023, two-thirds of Afghanistanโs population will need urgent humanitarian assistance to survive as the countryenters its third consecutive year of drought-like conditions and the second year of crippling economic decline while still reeling from the effects of 40 years of conflict and recurrent natural disasters. The mission employs 450 staff in five operational bases : Kabul, Helmand, Ghor, Daikundi, and Badakhshan. ACF teams address the underlying conditions leading to deadly malnutrition and food insecurity and provideaccess to basic health services
ACF is looking for its new Deputy Country Director - Operations, based in Kabul.

As a member of the Afghanistan Mission Senior Management Team (SMT) and Country Leadership Team (CLT), you will lead on the strategic direction and coordination of the humanitarian response and basic needs services in post-crisis and post-conflict areas of operations in Afghanistan and will be accountable for ensuring that the response is effective and efficient.You will support the Country Director in the implementation of ACF programs in Afghanistan. You will be responsible for ensuring the implementation of ACF programs by the field through the supervision of the Field/area Coordinators and Program/Project Coordinators/Managers.You will also be responsible for actively participating in the operational management of the mission, in close collaboration with the Country Director and the SMT.You will manage a multidisciplinary team of senior staff composed of Area/Field Coordinator and Program Managers.You will provide on job capacity development for operational teams in the field in strengthening their resource planning, work plans, implementation as per the technical SOPs to local context and adaptation to local context and changes, negotiation skills with stakeholders, community and social mobilization and accountability mechanisms to the programme /project participants (beneficiaries) and relationships with stakeholders in the operational provinces
Votre profil
You have a Master's degree in International Development, Humanitarian Assistance, Political or Social Science, Economics, Business Administration or related field.You have at least 5 years of work experience preferably in humanitarian or development work with at least 3 years of experience in management.You have a minimum of 5 years of experience in the field leading humanitarian and/or preparedness programs.You have a knowledge and experiences of emergency and development issues; deep understanding of causes of emergencies, emergency programming and links policywithA relevant experience working in Afghanistan or other post-conflict countries undergoing transition is highly desired.You have proven program & project cycle management skills โ proposal and report writing skills; monitoring and evaluation skills and experience.You have excellent interpersonal co-ordination and negotiation skills.Vos conditions dโemploi
