Since 2005 ACF has been working to tackle the issues of malnutrition and health, food insecurity and livelihoods, mental health, care practices, water, sanitation and hygiene, and disaster risk mitigation, and climate change with a focus on most vulnerable and hard to reach communities recurrently affected by natural hazards or complex emergencies in Sindh, KP, and Baluchistan. Our dual mandate constitutes of emergency response and addressing the underlying causes of hunger. We have been at the forefront of disasters and emergency responses in hard to reach communities and responded to the evolving needs experienced by the most vulnerable communities. As part of enhancing disaster readiness of the Action Against Hunger Country program and its local partners, Emergency Preparedness and Response Plan is in place. We are also actively engaged in the disaster architecture in Pakistan through the Pakistan Humanitarian Forum, and Start Network, and implemented anticipatory actions for impending crises. We are among the top five actors engaged in tackling malnutrition for a long-term, sustainable and at scale impact. We have implemented several nutrition-specific programs in Pakistan by adopting a multi-sectoral approach. Currently, our โProgramme for Improved Nutrition in Sindhโ is the largest civil society led nutrition-specific program in the country, and our Nutrition Information System has been successfully rolled-out across all districts of Sindh, and adapted by the Government in Sindh. We are engaged in testing innovative solutions to push for long-term change to end hunger, and continuously adapted programs to the most innovative and impactful solutions. We have pilot tested innovative approaches on water and agriculture, paddy fish farming, zinc fortification, saline tolerant agriculture production, and agro-ecological approaches. We have reached over 1.7 million people through more than 49 projects across Pakistan during the years 2016-2020. The main donors of the mission are EU, ECHO, Sida, French Embassy, START Network, and Skala.
The Country Office currently employs 1 international and 77 national staff, working from the coordination office in Islamabad and field offices in Hyderabad Sindh, with a field sub-office in Baluchistan.

As Deputy Country Director for Operations, you facilitate a culture of autonomy and initiative of the Head of Program and program managers, ensure the efficient and effective delivery of projects, and maintain high-quality reporting. This position aims to improve donor satisfaction and to increase the organization's reactivity and operational efficiency.
More specifically :
- You mentor the Head of Program to ensure qualitative Program implementation, follow-up and reporting and strong communication and relationships with donors and stakeholders and mentor program managers to develop and update Project Implementation Plans.
- You ensure the relevant, timely, efficient, and quality implementation of projects under your supervision.
- You ensure the quality of data generated for reporting, continuous improvements in the reporting process, and compliance with donor rules and regulations.
- You represent the organization in external meetings, especially with donors, local government officials and other NGOs.
- You coordinate support for local partners involved in the project, monitoring results, indicators, and activity implementation and you foster a culture of accountability and compliance with the Core Humanitarian Standards (CHS) among local partners.
Votre profil
You have a Masterโs degree in international development, project management, business administration, or a related field is preferred.
You have a significant experience in a senior management position in a non-profit or NGO environment, preferably in Pakistan, and a project management in a humanitarian context.
You have a strong knowledge of donor requirements and regulations, especially in reporting.
You demonstrated ability to foster a culture of autonomy and initiative within teams. You also showed your skills in team management and conflict resolution.
You have an experience in working with local partners and fostering compliance with CHS.
You have excellent communication skills, both written and oral, in English. Other local languages are a plus.
You are resilient and adaptable, able to lead the team through change and uncertainty.
Vos conditions dโemploi
- Fixed term contract under French legislation: 6 months
- Monthly gross salary from 2 899,10 โฌ to 3 316,10โฌ upon experience
- Reimbursement of the pension insurance for non-French citizens: 16% of the gross monthly salary
- Annual salary increase: 6% increase after and each 12 months of continuous contract
- Monthly per diem and living allowance: 496$ net, field paid
- Monthly country allowance: 150โฌ
- Cold allowance: Reimbursement for the purchase of winter equipment for a maximum of 380โฌ per person per year in severe cold contexts
- Child allowance: 1500โฌ per year per child present in the country of origin (maximum 6000โฌ/year)
- Transportation and accommodation: coverage of transportation costs and guest house
- Medical coverage: ACF covers 100% of the social security, health insurance, and repatriation insurance agreement fees.

- Leaves and RnR: 25 days of paid leaves per year, 20 RnR per year and 215 โฌ at each RnR period
