Youth Coordinator Jordan Camps Area

The overall objective of the NRC Jordan Youth Programme is to ensure that youth have strengthened personal, social, and economic resilience. NRC provides access to structured quality learning opportunities which support youth to develop their skills and pursue activities along multiple learning pathways: livelihood, social engagement, and further education/training. Given the central role that NRC plays in the youth programming in the Syria refugee response, and the size and scale of the projects to be managed, a Project Coordinator is being recruited to manage the Youth project in both camps. 

The Youth Project Coordinator is overall responsible for the successful implementation of Youth program in both camps. The coordinator is also responsible to provide overall leadership to the team under her/his supervision and actively contribute to the overall program development on field level. 

Generic responsibilities (max 10) 

• Line management of Core Competency project field staff. 
• Adherence to NRC policies, guidance and procedures. 
• Contribute to Core Competency strategy development, project proposals and provide input on needs and gaps. 
• Manage and implement delegated portfolio of Core Competency projects (activities, budget and project documentation) as delegated from Project Manager in line with proposals, strategies and donor requirements, and ensure high technical quality. 
• Provide regular progress reports to Project Manager (Area Manager and Core Competency Specialist if no Project Manager). 
• Ensure that projects target beneficiaries most in need of protection, explore and assess new and better ways to assist. 
• Promote and share ideas for improvement and necessary changes in the activities.
• Ensure capacity building of project staff and transfer key skills.
• Liaise and collaborate with relevant local authorities and other key stakeholders.
• Promote the rights of internally displaced/returnees in line with the advocacy strategy.
• Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards & principles within NRC and amongst beneficiaries served by NRC. 

  Specific responsibilities 

  • Manage and support the ongoing NRC Youth projects in Azraq and Zaatari camps including the planning and implementation of activities, budget, project documentation, coordination in line with strategies as well as management of youth teams (Direct report: 3 staff. Indirect: 20 incentive based volunteers (IBVs)) 
  • Supervise the budget lines for above activities and monitor expenditure. Meet on a monthly basis to review budget versus actual expenditure for all projects and donors funding activities. 
  • Draft concept papers, proposals for new activities in the camp and for the continuation of ongoing activities, in coordination with the Project Manager.
  • Maintain NRC’s position as a key coordination partner for youth actors operating in camps, and maintain NRC’s position as a key actor vis-à-vis the camp authorities. 
  • Ensure that detailed annual work plans and procurement plans for all activities are prepared in a coordinated and timely manner. 
  • Lead key programme development plans and discussions and with field staff for follow up with PM. 
  • Draft concept papers, proposals for new activities in the camp and for the continuation of ongoing activities, in coordination with the Project Manager. 
  • Draft donor reports for on-going projects, in coordination with the PM.

      Context/specific skills, knowledge and experience: 

      Qualification requirement: Bachelor degree or higher 

      Years of Experience: 5 

      • Minimum (3-5) years of experience from a senior level project implementation position in a humanitarian/recovery context. 
      • Experience from working in complex and volatile contexts. 
      • Project management skills and experience. 
      • Documented results related to the position’s responsibilities.
      • Fluency in English, both written and verbal.
